Future Functional Classification System Update
Rochester-Olmsted Council of Governments
Rochester, MN
The Rochester Olmsted Council of Governments (ROCOG) is soliciting proposals from qualified consulting firms to update the ROCOG Future Functional Classification System. The selected consultant will revisit the guiding principles behind the system and evaluate the existing classification against current and anticipated conditions. The consultant will then develop recommendations for revisions to the roadway network hierarchy and prepare updated mapping, a GIS database, and supporting documentation.
The Future Functional Classification System is a long-range planning tool. It identifies the intended future function of existing roadways and not yet developed corridors. Within the ROCOG planning area the system supports the coordination of transportation with land use planning. The update will ensure the system reflects current planning policies, adopted plans, and anticipated growth. It will also produce documentation that ROCOG and member jurisdictions can rely on when evaluating future classification requests.
Land use will be a central driver of the new future functional class system, ensuring roadway classifications reflect anticipated development patterns and future travel needs rather than relying solely on existing roadway conditions.
The budget for consulting services is not to exceed $220,000.
The ROCOG planning area includes all of Olmsted County and the full city limits of Pine Island and Chatfield, including the portions of those cities that extend outside Olmsted County
