SECTION 1.  PROJECT BACKGROUND AND PURPOSE

The Rapides Area Planning Commission (RAPC) is seeking professional grant development, management, and implementation support for Flood Mitigation Assistance (FMA), including Swift Current where applicable; Building Resilient Infrastructure and Communities (BRIC), subject to funding availability; and related hazard-mitigation funding opportunities for which RAPC or its participating jurisdictions are eligible. Services include identification of eligible activities and associated staffing costs.

RAPC is considering the following potential activities, subject to the applicable funding opportunity and eligibility requirements:

  • Development of FMA applications to support the expansion and enhancement of floodplain management and Community Rating System (CRS)-related activities within the RAPC service area, as well as any potential drainage improvement and/or elevation, acquisition, or reconstruction efforts for eligible properties; and
  • Development of applications for eligible building code and floodplain-management capacity, including potential BRIC Building Code Plus-Up activities if funding is available, or related eligible funding opportunities.

The selected Consultant shall assist RAPC with evaluating and refining project concepts, identifying eligible activities and staffing costs, coordinating with RAPC and participating jurisdictions, and developing complete applications consistent with applicable funding opportunity, FEMA or other funding-agency guidance, and State of Louisiana requirements.

If one or all applications are selected for funding, the RAPC may also authorize the selected Consultant to provide post-award grant management, technical assistance, program implementation, stakeholder coordination, training, and other professional services necessary to implement activities included within the applicable FEMA-approved project.

Authorization of post-award services shall be at the discretion of the RAPC and shall be subject to grant award, availability of funding, the FEMA-approved scope of work and budget, applicable federal and State requirements, and written authorization from the RAPC.
