JOB DESCRIPTION

Position Summary

This position serves as the Township's lead administrator for zoning and land-use administration, with a primary emphasis on interpreting and enforcing the Township Zoning Resolution while providing professional support for development review, zoning administration, and limited long-range planning. The Planning & Zoning Administrator coordinates zoning operations, reviews development proposals and permit applications, prepares staff reports and recommendations, supports the Zoning Commission and Board of Zoning Appeals, oversees zoning enforcement activities, and serves as the primary resource for residents, developers, contractors, and public officials on zoning matters. Long-range planning, zoning text amendments, and comprehensive planning efforts are supported as needed but are secondary to the position's zoning administration responsibilities.

Essential Duties and Responsibilities

  • Administer and interpret the Township Zoning Resolution and applicable Ohio Revised Code provisions.
  • Review zoning permit applications, site plans, lot splits, conditional uses, variances, rezoning requests, planned developments, and other development applications for compliance.
  • Prepare clear, objective staff reports and present recommendations to the Zoning Commission, Board of Zoning Appeals, and Board of Township Trustees.
  • Coordinate agendas, case files, public notices, and meeting materials for zoning-related boards and commissions.
  • Maintain all zoning records, permit files, maps, case files, and digital databases.
  • Investigate zoning complaints, coordinate enforcement activities with the Zoning Inspector, conduct site visits, document findings, and recommend corrective actions.
  • Provide professional assistance to residents, developers, engineers, architects, surveyors, and contractors regarding zoning requirements and development standards.
  • Coordinate with county agencies, regional planning organizations, utility providers, and other governmental entities on development-related matters.
  • Recommend updates to the Township Zoning Resolution, zoning map, and land-use policies based on changing development trends and legal requirements.
  • Support comprehensive planning and other long-range planning initiatives as assigned.
  • Represent the Township at regional planning and zoning meetings and professional organizations.
  • Perform related duties as assigned.

Knowledge, Skills and Abilities

  • Thorough knowledge of zoning administration, development review, subdivision procedures, and Ohio land-use law.
  • Ability to read and interpret site plans, engineering drawings, plats, grading plans, and construction documents.
  • Strong report writing, presentation, and public communication skills.
  • Ability to apply ordinances consistently while exercising sound professional judgment.
  • Excellent customer service, conflict resolution, and relationship-building skills.
  • Proficiency with Microsoft Office and permitting database software required. GIS experience is a plus.

Minimum Qualifications

  • Bachelor's degree in planning, public administration, geography, architecture, engineering, or a closely related field preferred.
  • Minimum five years of progressively responsible experience in zoning administration, planning, or community development.
  • A combination of work experience and education will be considered.
  • Experience supporting zoning boards or planning commissions preferred.
