Job Overview
The Borough of Gettysburg is seeking an Environmental Compliance and Historic Preservation Planner to support the community's environmental, stormwater, and historic preservation initiatives. This position plays a key role in managing and enforcing the Borough's Historic District regulations, Stormwater Ordinance NO. 1461-19, and related Municipal Storm Sewer System (MS4) programs.
This position serves as staff to the Gettysburg Borough Stormwater Authority (GBSWA) in the role of Stormwater Manager and provides professional staff support to the Historic Architectural Review Board (HARB). Responsibilities include administering and enforcing applicable ordinances, coordinating environmental compliance efforts, supporting stormwater management programs, and recommending policies related to stormwater, environmental protection, and historic preservation.
Working closely with local, state, and federal agencies and organizations, the position ensures compliance with applicable laws, regulations, and program requirements. The role combines professional office-based planning and administrative work with field inspections and site visits throughout the Borough, requiring the ability to work in varying weather and site conditions.
This position supports the Planning Department through grant administration, planning activities, and related projects. The Environmental Compliance and Historic Preservation Planner reports directly to the Planning Director and is expected to exercise considerable independent judgment while performing professional-level duties in environmental compliance, stormwater management, historic preservation, and community planning.
QUALIFICATIONS AND MINIMUM EDUCATION:
- Bachelor's degree from an accredited college or university in planning, environmental science, historic preservation, public administration, or a related field.
- A minimum of two (2) years of progressively responsible planning experience; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
- Working knowledge of the Pennsylvania Municipalities Planning Code (Act 247) and local government structures.
- Ability to develop, review, and project financial numbers accurately.
- Ability to interpret and apply ordinances, regulations, permits, policies, and technical requirements and to make sound recommendations based on applicable requirements.
- Experience tracking budgets, managing invoicing, and filing federal or state reports.
- Must possess a valid driver's license and maintain a driving record acceptable to the Borough.
- Proficiency in GIS software and Microsoft Office.
- Must successfully complete a background check in accordance with Borough policy and applicable law.
