Solar Energy

The city's zoning code defines and permits small-, medium-, and large-scale solar energy systems (§2§26).  It permits rooftop solar energy systems of any size by right in all zoning districts. It permits small-, medium-, and large-scale ground-mounted systems on municipal and school properties in residential districts with a discretionary use permit. It permits small-scale ground-mounted systems by right and medium- and large-scale systems with a discretionary use permit in nonresidential districts.  includes an overlay district for freestanding primary-use solar energy systems with rated capacities of at least 250 kW (§26). Standards for ground-mounted systems address site plan review requirements; dimensional and design standards; utility notification, safety, and site control requirements; and monitoring, maintenance, and decommissioning requirements.
