This report analyzes the potential effects of autonomous vehicles (AVs) on greenhouse gas emissionsĀ in Portland, Oregon; Seattle; and Vancouver, British Columbia. The first section presents a framework for considering the relationships between AVs and greenhouse gas emissions. Subsequent sections present a policy and plan review in the three cities and identify policy and programmatic opportunities to reduce emissions through AV deployment.
