Which Jobs Will Actually Stabilize Over the Next 10 Years?

Why planning is more durable than it feels in the AI era.

In recent conversations with colleagues in the transportation and architecture, engineering, and construction (AEC) professions, a recurring question has begun to surface: Which professional jobs will last and stabilize over the next 10 years?

Along with rapid advances in artificial intelligence (AI), automation, and data-driven tools, many planners and engineers have noted a widening gap between technical capability and domain-specific understanding — particularly in the data, regulatory context, and institutional knowledge that transportation planning relies on daily. For transportation planners, this uncertainty is compounded by the apparent overlap between AI capabilities and many planning tasks, including analysis, reporting, visualization, and scenario development.

Yet what emerges from this question is not a forecast of obsolescence, but a clearer understanding of why transportation planning remains one of the more durable professions in the decade ahead.

Why transportation planning?

Transportation planning is uniquely instructive. It is at the intersection of policy, infrastructure delivery, long-term capital investment, and public accountability. It is also one of the most heavily funded and scrutinized areas of public-sector activity in the U.S., representing a significant share of federal, state, and local capital spending.

Transportation plans play a crucial role in guiding key decisions about multi-billion-dollar infrastructure investments and the development of long-lasting assets that can have impacts spanning decades. These plans also determine eligibility for federal and state funding, ensuring that safety and environmental outcomes are prioritized. They also address essential aspects of community mobility and accessibility.

Due to the significant scale and visibility of these plans, transportation planning has historically been subject to stringent regulatory requirements, rigorous data analysis, and public oversight. These factors make it a particularly insightful case for examining how AI and automation interact with professional judgment in regulated environments.

If transportation planning remains resilient, it offers important lessons for the broader planning profession.

Why planning is structurally stable

Planning belongs to a category of professional work that AI struggles to replace because it is not defined by information processing alone. It is defined by governance, accountability, and public trust.

Planners operate in environments shaped by public-sector decision-making, regulatory compliance, political negotiation, community engagement, long-term capital investment, and funding constraints. While AI can assist with analysis, drafting, and synthesis, it cannot defend a plan in a public meeting. AI also cannot interpret a policy’s intent when statutes or priorities conflict — nor can it balance equity, cost, and feasibility under political pressure. It also can’t accept responsibility for outcomes that affect communities.

These are not peripheral responsibilities. They are the core of the profession. While AI can enhance insight and efficiency, it does not replace professional judgment.

How AI can change planning

The more realistic impact of AI in planning is role compression and role elevation, not elimination. AI will increasingly enhance scenario testing; improve access to historical plans and previous decisions; and support documentation, visualization, and public communication. It will also assist with internal consistency and compliance checks. As these functions become more efficient, the planner’s role will shift from merely producing outputs to governing decisions.

Planners may be valued less for generating content and more for framing policy-relevant questions, managing data assumptions and limitations, ensuring equity and transparency, and translating technical analysis into public action. From this perspective, AI won’t undermine the profession. Instead, it will sharpen and define it, bringing clarity to our roles in ways we never imagined.

The greatest risk

AI adoption is not the biggest threat to planners right now; that risk is the positioning of planning roles. Roles narrowly defined as report production, data processing, or tool operation are more susceptible to automation. Roles framed as institutional leadership, governance, and stewardship are not.

This distinction has plenty of implications. How do agencies staff their planning functions? How will consulting firms structure teams? How can planners articulate their value?

This conversation matters now because transportation planning is at a critical inflection point. Across the country, agencies and firms are simultaneously facing staffing shortages while asking planners to do more with less. At the same time, planners are questioning career durability in ways that were rare even five years ago.

If the profession responds by emphasizing tools over judgment, or speed over stewardship, it risks weakening its institutional value. If, instead, it reasserts its role as the integrator of policy, infrastructure, equity, and public trust, transportation planning emerges stronger.

AI will not replace transportation planners, but it will expose where planning has drifted away from leadership and accountability. The next decade will reward planners who understand not only how to use new tools but also how those tools fit in public systems, regulatory frameworks, and democratic decision-making.

That is not a disappearing profession. It is a maturing one.
