About Me

I was born in Bronx, NY in 1960 and my parents moved our family to Long Island (Westbury) when I was 8 years old.  I developed an early interest in transportation planning from our travels around the NY metro area.  My Dad took a job in Memphis, TN when I was 13 and I remained there until receiving my Bachelor's Degree.  I started interning at the Memphis-Shelby County Planning Department while in high school and interned there for several years during college.  It was recommended by a fellow planner to attend graduate school at Florida State University.  So, my then wife and I moved to Tallahassee and I've lived here ever since.  I started a 40+ year career in consulting before my graduation from FSU.  I have two children from my first marriage along with three grandchildren.  I started dating my second wife in 2015 and we were married in 2018.  She is a special education teacher and has five children and four additional grandchildren.  My biggest hobby is music (mostly rock, jazz, and reggae).  In addition to collecting records, CDs, tapes, and MP3s, I attend many concerts with my wife, listen to music from a wide range of sources, and even play keyboards.  We also love to travel.

Professional Biography

With more than 40 years of experience in transportation consulting, Mr. Schiffer is a proven leader in the transportation planning community. From his experience at consulting, engineering, and software firms, to his leadership roles and volunteer work in professional organizations, he is an acknowledged expert in transportation planning and travel demand modeling. His experience encompasses transportation planning studies in 28 states and commonwealths for national, statewide, regional, municipal, subarea, and private sector clients. He has worked on 35 MPO long-range transportation plans, over 30 subarea transportation plans, more than 50 travel demand model updates, and numerous studies of travel patterns and behaviors.  

Mr. Schiffer has been a member of the American Planning Association since 1983 and the American Institute of Certified Planners since 1987 (Member #040968). He presently serves as the APA Florida Chapter Liaison for the APA Transportation Planning Division.  Rob is also a Fellow in the Institute of Transportation Engineers (member since 1987). He has been continuously active in Transportation Research Board committee work since 2001.  Rob presently serves as a member of TRB Committee AEP15-Transportation Planning Analysis and Application, is a Charter member of AEP50(3) Statewide Travel Models Subcommittee, and a Friend of a dozen other TRB committees and subcommittees. He has served as Chair, Technical Chair, and Planning Committee Member for several national TRB conferences.  Mr. Schiffer has worked on 8 different NCHRP studies, including service as Principal Investigator on 3 of these, and being Co-Author of TRB Transportation Research Circular E-C075.

Mr. Schiffer founded FuturePlan Consulting, LLC in February 2018. The focus of the firm is consulting on transportation planning studies, planning for our future transportation needs while reflecting on the past and present. FuturePlan Consulting provides support to other consulting firms and teams, filling niche roles, providing advice, adding depth, and providing supplemental resources in transportation planning, travel demand modeling, research, and analysis of big data.

Mr. Schiffer has a Master’s Degree in Urban & Regional Planning from Florida State University and a Bachelor’s Degree in Geography & Urban Studies from Memphis State University (now the University of Memphis).
