Planning is a social science. Private-practice planning adds the art of persuading communities to embrace change and create new visions for their own futures. In this session, panelists will discuss the challenges and rewards of private -practice planning, including the role of the consultant who collaborates on a wide spectrum of planning initiatives across diverse communities. The discussion will focus on three main themes: the role of the private-sector planner across various U.S. regions and geographies, including urban, suburban, rural settings; the challenges that private-practice planners face (including learning a community's unique political, social, and economic context as well as its built and natural environment and its people, customs and cultures; earning the trust of local stakeholders as an "outside" consultant; and representing clients whose projects might not be fully embraced by the community); and the range of planning practices and the types of clients, projects, and geographies in which they specialize. The discussion will also focus on the role of the consultant in building consensus among project sponsors, elected officials, legislative bodies, land-use boards, and the general public.

Michael Keane is an American Institute Certified Planner (AICP) with years of professional planning experience in New York City, the Metropolitan area, and internationally. His focus areas include land use, zoning, and environmental planning to support the use and development of land. Mike has been responsible for managing complex environmental assessment and impact statements for dozens of land use and development projects subject to the State Environmental Quality Review Act (SEQRA), City Environmental Quality Review (CEQR), and the Uniform Land Use Review Procedure (ULURP) processes. In this capacity, he routinely helps clients navigate regulatory and political landscapes at the federal, state, and municipal level to secure land use and environmental approvals, including zoning map and text amendments, variances, and environmental permitting. He has also collaborated on the preparation of municipal master plans, ranging from large- and mid-size cities to suburban towns and villages.
Mike has been quoted on land use, zoning, and other urban planning topics in The New York Times, Crain's New York Business, and Cheddar News, and speaks widely on New York City's environmental review process and its influence on building design and land development, including in front of professional organizations such as the American Institute of Architects (AIA) and the American Council of Engineering Companies (ACEC). In addition to his role as Director of Planning at Cameron Engineering & Associates, Mike has been an NYU Urban Planning Graduate School Adjunct Professor since 2012, where he has served as faculty advisor on more than 20 Urban Planning Capstone projects. He is a member of the American Planning Association (APA), the Real Estate Board of New York (REBNY), and an official member of the Infrastructure Council with the Urban Land Institute (ULI) New York.

Adam holds a Masters in Architecture from Columbia University and a PhD in planning from the University College London.

She is a Principal Associate and Discipline Leader for Planning Services for Colliers Engineering & Design, Inc., a multi-discipline consulting firm serving public and private sector clients nationwide. She manages a team of 10 planners specializing in master planning, redevelopment, zoning, affordable housing, resiliency planning, and community engagement. Debbie previously worked for the New Jersey Meadowlands Commission.
A dedicated member of the American Planning Association (APA), Debbie has recently been appointed to serve as a member of the Planning Accreditation Board. She is a Past President and Commissioner of the American Institute of Certified Planners (AICP) and former executive board member of the Board of Directors for APA nationally.
