ECTION 1 – INSTRUCTIONS

The Washoe County Community Services Department (CSD) is requesting qualified firms to respond to a Request for Qualifications (RFQ) and to participate in a formal interview to determine the team who will be responsible to develop a Washoe County Sheriff's Facility Master Plan. This is a qualifications-based selection process and no design or fee proposals are to be provided with the RFQ submittal.

Submittal Deadline

Statement of Qualifications (SOQ) from prospective firms will be accepted until 4pm pm Friday, January 13, 2017. Submittals received after the deadline will not be considered.

Submittal Format

Prospective firms shall submit one (1) bound copy and one (1) electronic copy in PDF format of their Statement of Qualifications to Washoe County. All submittals shall be limited to twenty (20) pages, with the exception of licenses and certificates, which shall be added as appendices. The document shall be typed on standard 8 ½ x 11 paper, with font no smaller than 12 pt. Firms that do not adhere to these requirements may be deemed non-responsive and rejected on that basis.

SECTION 3 –BACKGROUND

The Sheriff's Department's (Department) primary operations are located at 911 Parr Boulevard, Reno, NV. The Department provides the full range of the law enforcement functions normally associated with County government jurisdictions. This complex includes major portions of Administration, Forensic Investigation Division, Operation Bureau and Detention Bureau. In addition to these functions the facility also houses executive offices and associated public and support spaces. A brief overview of functions and operations are provided below.

Administration

The Administration Division handles a variety of office-based functions, including: Civil Section, Records Section, Training and Computer Technology Support.

Forensic Science Division

This Division is organized into several different sections including: Administration Section, Crime Lab Section, Forensic Investigation Section, Toxicology Section and Evidence Section. The lab is one of the two nationally accredited labs in Nevada and serves 14 of the 17 Nevada counties and a total of 66 agencies.

Operation Bureau

The Operations Bureau includes Reno and Incline Patrol and all units falling under this vision, such as extraditions, aviation operations, and search and rescue: Detectives: and the Consolidated Narcotics Unit.

Detention Bureau

The Detention Bureau encompasses all operations involving booking, custody, alternatives to incarceration, inmate services and programs, inmate transportation, and court security.

Executive Offices

The executive offices accommodate the Sheriff, Undersheriff, two Assistant Sheriffs, and their support staff. Functions which report directly to the executives include: Intelligence, Office of Professional Integrity, Legal, Payroll, Finance, Personnel, Purchasing, Public Information and video production studio.

In 2001, Washoe County performed a complete Facilities Master Plan which included the facilities located at 911 Parr Boulevard, with the exception of the Detention Center. The report provided a long-range strategy for the development and use of County facilities. The strategy considered the changing needs of the County government operations and the logical and cost-effective use of existing facilities to meet those needs.

In 2008, the County commissioned a firm to prepare a Space Study Utilization report which studied the future development of the Washoe County Jail facilities at 911 Parr Blvd. Facilities included the three story Sheriff's Administration Building and the Jail.

SECTION 4 – SCOPE OF WORK

The purpose of the Master Plan is to develop a strategic plan that addresses long term needs for the existing facility and evaluates anticipated changing needs as unincorporated Washoe County grows, service areas change and operation needs and requirements are updated. This plan and associated recommendations for implementation will assist the County in completion of future infrastructure improvements in a cost-effective and timely manner while meeting the projected needs and operational practices of the Sheriff's Office.

Scope of work will include, but may not be limited to the following:

  • Evaluation of the existing facility to gain an in-depth knowledge of the current and anticipated future operational practices.
  • The plan will analyze and evaluate the needs over a 20-year horizon taking into consideration the changes within our community due to population growth, projected service area changes, and impacts related to changing laws and regulations.
  • Develop a space assessment and perform space programming to adequately meet the projected needs.
  • Develop associated recommendations with preliminary costs and a baseline schedule for implementation planning purposes.
  • Deliverables include a written and graphic master plan of the Sheriff's Facility located at 911 Parr Blvd.

This analysis will serve as the basis for the scope of work for a RFQ for Design Services for the expansion of the facility and any infrastructure improvements/remodeling to the existing adjacent facilities that are required. Design engineering is not part of this work.

SECTION 5 – EVALUATION FACTORS

  1. Project Approach (30pts)

Describe team's understanding of project deliverables. Discuss approach to performing the work necessary to meet the County's goals identified in the Scope of Work.

  1. Past Performance (25pts)

Firm's past performance in terms of projects, quality of work, compliance with project task schedule, and cost control of budget commitments. Include relevant work completed in the past five (5) years. Identify a reference name and phone number for each past project listed. Identify specific examples related to the discipline tasks requested in this scope of work.

  1. Proposer Team/Organization (25pts)

Provide summary of the past experience of each of Team's key members assigned to this Project with projects of similar scope and complexity. Briefly describe experience of such members working together as a team. Provide organizational chart which includes all proposed personnel and responsibilities of Team members. Demonstrate the effectiveness of the Team to meet Project goals.

  1. Availability and Capacity (20pts)

Demonstrate the availability of the key Project Team members for the duration of the Project. Provide information regarding project team's past capability to meet schedules, meet budgets and meet project administration requirements.

SECTION 6 – SELECTION PROCESS

Review Committee will make selection based on the Evaluation Factors identified above. The Review Committee will be comprised of County staff and may include other members representing local entities. Based upon evaluation of the RFQ's, the top ranked firms will be invited to interview. Interviewees will be advised of the format and schedule in advance. Failure to appear to interview will be considered non-responsive, and firm will be eliminated from any further consideration. The County will issue Notice of Intent to Award to most qualified firm and enter into negotiations to develop the Master Plan scope of work and deliverables. If an acceptable Agreement cannot be reached with the highest ranked firm, the County may proceed to negotiate with the next highest ranked firm, and so on, until an acceptable Agreement is negotiated, or the County, in its sole discretion, elects to terminate the solicitation. Upon completion of negotiations a recommendation of award to Washoe County Board of County Commissioners will be made.

Submittal and Contracting Provisions

Washoe County reserves the right to reject any and all Statement of Qualifications, modify the scope of work or services to be provided; withhold award of contract for any reason it may determine; waive or decline to waive any technicalities or irregularities in any written or verbal submittals; and, require additional written, verbal, or both submittals if necessary.

Washoe County retains the right to use any information, data or ideas submitted in response to this Request for Qualifications. A submittal to Washoe County constitutes the waiver of any claim to compensation for the use of information, data, or ideas contained in such submittal.

Washoe County has established specific indemnification and insurance requirements for agreements/contracts with consultants, engineers and architects to ensure that adequate insurance coverage is maintained. Indemnification and hold harmless clauses are intended to assure that consultants, engineers and architects accept and are able to pay for the loss or liability related to their activities.
