Pedestrian and Bicycle Plan

Project: The City of Lacey, Washington is seeking transportation planning services to develop a Pedestrian and Bicycle Plan for Lacey and the Lacey Urban Growth Area as an element to the City's overall transportation plan. The City is soliciting Letters of Interest and Statement of Qualifications and making a Request for Proposal from consultants experienced in the development of pedestrian and bicycle plans.

Scope of Services: The City intends the development of the pedestrian and bicycle plan to be a focused effort that will conclude within approximately one year of contract execution with the selected consultant. The scope of work will include the following items:

• Review and analyze existing conditions within Lacey and the Lacey Urban Growth Area including an analysis of: an inventory of existing walking and biking facilities (currently under development), existing plans and policies, and land use data to provide a comprehensive examination of the existing pedestrian and bicycle network.
• Organize and lead public workshops, surveys, walking and biking audits, and lead advisory committee meetings to gather ideas and formulate recommendations throughout the development of the Plan.
• Prepare a Pedestrian and Bicycle Plan for Lacey and the Lacey Urban Growth Area as an element to the City's overall transportation plan that includes policy and program recommendations, customized design guidelines, a transportation framework that identifies gaps in the existing active transportation network, and a prioritized list of infrastructure projects to address the gaps.
• Conduct advisory committee meetings with an appointed committee comprised of various stakeholders who will consider the recommendations of the consultant through all phases of the project. The Consultant will make a formal presentation on the advisory committee-recommended version of the Pedestrian and Bicycle Plan to the Lacey Planning Commission and City Council.
