Shelby County Government seeks to select and implement a permitting software system for Memphis and Shelby County Division of Planning and Development (DPD) to suit the core business needs across the development process. As more fully described in the following sections, DPD needs a solution that will:

• Facilitate development process workflow services administered by DPD and associated city and county departments.
• Assist in improving the quality, timing, and efficiency of services to internal and external users and customers, including data inputs, data sharing, notifications, and workflow and collaboration.
• Add online, self-service, express, and mobile features that will improve the customer experience and reduce interaction time, need for calls, or in-person visits for certain permits.
• Integrate the use of Geographic Information Systems (GIS). ESRI GIS and ESRI Local Government Information Model is the preferred structure. Shelby County Assessor of Property maintains a base parcel feature class that will be integral to this project.
• Connect to both Shelby County and City of Memphis GIS data and web services.
• Improve communication, clarity, and transparency of development process.
• Provide a comprehensive suite of reporting capabilities, including scripted or ad hoc reporting of performance.
• Provide flexible and user-friendly functionalities that will allow departments involved in the development process to mirror process changes, when necessary to meet new and future needs of the citizens of Memphis and Shelby County and development process customers.
