Requests for Proposal (RFP) is open for public inspection at the Office of the City Clerk, located in the City Administration Building, 401 West Owen K. Garriott Road, Enid, OK 73701. Copies of the RFP may be obtained by requesting them via fax, letter or email from the City of Enid at the above address.

Section I

Solicitation for Bids

1. Sealed proposals will be received by the City of Enid, Oklahoma, a Municipal Corporation, at the Office of City Clerk of said City, located in the City Administration Building, 401 West Owen K. Garriott Road in Enid, Oklahoma, until 4:00 PM, CDT on July 6, 2017 for the referenced services which include a joint land use study and associated map updates to our GIS system.

   Proposals shall be mailed or delivered to:

2. Proposals will be publicly opened and read aloud at 4:10 PM CDT on July 6, 2017, in the Engineering Conference Room on the second floor at the City Administration Building. All proposals will remain on file in the Office of the City Clerk at least 48 hours before award of contract will be made and entered into thereon. All consultants are invited to be present during the proposal opening.

3. Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before the final time set for receipt of bids, as well as bids received after the final time set for receipt of bids, will not be considered and will be returned unopened. No Bidder may withdraw a bid within 60 days after the actual date of the opening thereof.

4. Copies of the Request for Proposal (RFP) are on file in the above office and are open for public inspection.

5. A Business Relationships Affidavit and Non-Collusion Affidavit shall accompany the sealed proposal of each bidder.

6. Questions related to the RFP must be submitted in writing via email to Chris Bauer, VAFB JLUS Project Manager, cbauer@enid.org or by fax at 580-616-7217 no later than 5 PM CDT on June 23, 2017. RFP questions and answers will be issued via addendum and posted on the City of Enid's website at www.bids.enid.org.

7. The following described project is subject to federal funding, any contract award is contingent upon receipt of that funding.

8. The City of Enid, Oklahoma reserves the right to reject any or all bids.
