RFP FOR SIDEWALK CENSUS

The Larimer Consensus Group is seeking to further advance the community’s goal of Good maintenance and care of the "public realm" in the neighborhood. To this end, The Larimer Sidewalk Census is an effort to coordinate infrastructure improvements with the community sustainability goals and to ensure that equitable mobility. Green Infrastructure improvements are consistent with the principles of the Larimer Vision to Action plan. The LCG is looking for a qualified Consultant to perform the scope of work described below.

Overview

The Larimer Sidewalk Census will survey the public realm of the neighborhood to understand current conditions of sidewalks, intersections, and other spaces in the public realm. The Census will be used by the community to manage advocacy for green infrastructure projects and to help coordinate improvements. It is hoped that the Census will be adopted or acknowledged by the City to help guide work done by the Departments of Public Works, City Planning, PWSA, and utilities.

The Census will help the community to prioritize and coordinate projects. It will also inform community requests for code enforcement and could help in advocacy for a fund to help property owners replace their sidewalks. The Census will also help the community work with the Department of Public Works on the development of street standards that incorporate green infrastructure and for the deployment of these street types within Larimer.

Task 1: Sidewalk Census

The Consultant will provide a sidewalk census that will document the location and condition of the sidewalks, intersections, curb ramps and potential hazards. This data will be collected in a way that the data will be digitally analyzable specifically for assessing compliance with Americans with Disabilities Act Accessibility Guidelines (ADAAG) and the Public Rights of Way Accessibility Guidelines (PROWAG). The results are expected to contain the following minimum set of information:

1) Sidewalk Condition: sidewalk centerlines with: running slope, cross slope, depressions, maximum tripping hazard, number of hazards greater than 0.25 inches, and person level images.

2) Curb, Crosswalk and Accessible Parking Data: Curb Ramps (Domes, running slope), Cross Walks (Type, Condition, Width) and Accessible Parking.

3) Sidewalk Hazard Data: Community submitted Sidewalk Hazard with classified hazard locations, types and images.

The above list is neither exhaustive nor all-inclusive but listed as examples of datasets LCG considers important over the long term. In the short term, LCG is putting a priority on compiling the datasets required to support decisions regarding the replacement and repair of sidewalks and other Public Realm infrastructure identified during the Sidewalk Census.

Task 2: Communicate Findings

The Consultant shall create a web-based, map-centric "project portal" to communicate findings of the sidewalk census, solicit feedback, and share information with other government partners. More broadly, LCG envisions this portal as a digital place to consolidate specialized knowledge and location-based information relating to the community's physical and social environments; its utility should not be limited or specialized to only displaying the results of the Sidewalk Census.

Initially, we envision the portal provided by the consultant to provide an interface to the data collected in the Sidewalk Census and present it within the context of other layers of information. Such additional layers would entail a mix of:

  • custom collected data (i.e. Sidewalk Census, stormwater asset inventory, 311 civic issue tracking);
  • on-going redevelopment plans and new parks plans;
  • publicly available data (i.e. parcels, utilities, elevation, tree cover);
  • data shared with project partners (i.e. paving schedule, utility replacement, development plans); and,
  • user-selectable base map layers (e.g., satellite, roads, topography).

The consultant would not be required to collect this additional data, but assimilating available existing, relevant data into the portal (e.g., via web service endpoints) where it may be useful is expected.

Task 3: Maintain Community Portal

For the duration of the project, the Consultant will maintain a project portal. This will entail:

  • keeping data and information on the portal up-to-date, and
  • hosting the portal.

To that end, the consultant should: propose a technology and development plan that will lay out the tools and data to be used in the project portal to ensure they are transferrable and supportable by LCG after the duration of this project;

  • maintain the app and data during the project timeframe; and,
  • provide the information and advice required to decide on a plan for continued hosting and maintenance of the project portal beyond the completion of the project.

At the completion of this project, the Consultant will be available to assist LCG in decisions related to the continuation of the project portal, up to and including the transfer of the project portal to LCG IT assets.

Timeline

All preliminary and site analyses shall be performed in 2017 and is anticipated to take 3 months to complete from contract award. The Public Realm inventory shall be throughout the project and the Sidewalk Accessibility Analysis shall be conducted by the end of December 2017. The project portal will be available to stakeholders throughout the project and will be transferable to LCG.

Proposers should provide a work plan and details regarding the following:

  • Method of performing sidewalk conditions assessment and technologies used;
  • Spatial data applications used to assemble the database and present the Atlas;
  • Resolution and source of topographic data (contours) to be integrated within the Atlas.

Proposers should provide examples of previous work that is similar to this scope, resumes of key personnel, timeline, and a lump-sum cost proposal.
