Summary

Request: The City of Woodburn requests proposals from qualified candidates for (A) reviewing and providing written and verbal comments on a traffic study that an applicant commissioned for the Smith Creek Residential Development, and (B) consulting staff on mitigating the transportation effects of the development through a New Urbanist lens.

Budget: $5,000.

Deliverables: The actions and deliverables in brief are to:

  • Review applicable reference documents that provide background and context for the Traffic Impact Analysis (TIA);
  • Submit a written report finding, identifying, and rebutting any ambiguities, errors, omissions, or other problems with the TIA by Wednesday, February 21, 2018 at 8:30 a.m. PST;
  • Following the submittal, meet or teleconference with staff to discuss the report and answer questions; and
  • Attend and testify at a minimum of one each of Planning Commission and City Council hearings as soon as March 8, 2018. (The Commission meets the second and fourth Thursday evenings of a month, and the Council the second and fourth Monday evenings.)

Process: The chosen consultant would enter into a standard professional services agreement with more details.

Scope of Work

Goal: To protect and defend City interest in transportation through transportation expertise and having the Smith Creek Development aid meeting Comprehensive Plan transportation goals and policies and Woodburn Development Ordinance (WDO) Criterion 5.04.04B.3.

Including the above deliverables:

  1. Find, identify, and rebut any ambiguities, errors, omissions, or other problems with the TIA.
  2. Advise on how the two "scenarios" (chronological project phases) within the TIA relate to the nine geographic project phases.
  3. Advise primarily Planning and Public Works staff so that they can understand and as needed rebut transportation-related assertions by the applicant.
  4. Advise on how the project and TIA meet Criterion 5.04.04B.3.:
    Demonstration that amendments which significantly affect transportation facilities ensure that allowed land uses are consistent with the function, capacity, and level of service of the facility identified in the Transportation System Plan. This shall be accomplished by one of the following:
    1. Limiting allowed land uses to be consistent with the planned function of the transportation facility; or
    2. Amending the Transportation System Plan to ensure that existing, improved, or new transportation facilities are adequate to support the proposed land uses consistent with the requirement of the Transportation Planning Rule; or,
    3. Altering land use designations, densities, or design requirements to reduce demand for automobile travel and meet travel needs through other modes of transportation.
  5. Meet the above two objectives in writing, by phone, and in person with City staff as needed.
  6. Attend and testify at two public hearings minimum related to Smith Creek, one each for the Planning Commission and City Council.
  7. Consult through a New Urbanist lens, applying the concept of "induced demand", looking to best practices such as the National Association of City Transportation Officials (NACTO) and ITE/CNU Designing Walkable Urban Thoroughfares: A Context Sensitive Approach guides, and breaking out of the conventional traffic engineering paradigm in helping staff to mitigate development transportation effects.
  8. Support intergovernmental coordination through contact with relevant Marion County and Oregon Dept. of Transportation (ODOT) staff.
  9. Advise staff on transportation aspects of the site plan (looking especially to Objective 4, Criterion 3.c.):
    1. How to leverage the development to advance public transit and foster ridership, particularly for the Woodburn Transportation System loop bus.
    2. How breaking a proposed superblock by adding a street connection across Mill Creek between the proposed Cornwell Street in Initial Phase and Mattson Way in Secondary Phase East would affect transportation and the TIA. (See site plan.)
    3. Based on predicted transportation patterns, advise on where and how small-scale "corner store" commercial development might best be sited and sized.
    4. Advance "Safe Routes to School" for the Valor Middle and Heritage and Nellie Muir Elementary Schools near the project.

Site Development Project Summary

The basic project site plan is attached. The project territory is to be annexed and develop across nine phases most of a farm at 690 Ben Brown Lane, about 150 gross acres brought within the Urban Growth Boundary in 2015, with at least 818 dwellings in the form of houses, townhouses, and apartment buildings across 714 residential lots and with related improvements including extended and new roads, streets, and off-street bicycle/pedestrian trails. The area would have a mix of planned unit development (PUD) and – as compatible with the Comprehensive Plan land use map designations – Euclidean multi and single-family zoning (RMN & RSN districts). The primary tax lot is 052W13 00100 and additional lots are 051W18BC04000 & 052W13BD00100 & 200.
