The Town of Clarksville is seeking a qualified consultant to update a division within the Town’s zoning ordinance, converting the existing regulations into a form-based code.

This rewrite is in response to the adoption of a redevelopment master plan that incorporates the subject zoning district; the zoning ordinance needs to be consistent with the master plan. The desire for a form-based code stems from the objectives established in the redevelopment master plan, which envision the transformation of a primarily industrial area into a vibrant, walkable, mixed-use urban core.

Implementation of the redevelopment master plan is already underway, including the redesign and construction of the main thoroughfare of the district, Woerner Avenue. This project is expected to be completed in 18–30 months. Additionally, the Town has invested in a storm water and utility study, a traffic impact analysis, and a comprehensive parking study. The consultant will be responsible for melding the redevelopment master plan as well as all other studies and analyses into a functional form-based code.

Apart from the form-based code, the Town also expects the same consultant to create a brief, hyper-focused complete streets plan as a separate document. Some streets within the redevelopment master plan scope fall outside of the subject zoning district. This complete streets plan will concentrate on these streets, and ensure the same street design guidelines are applied throughout the redevelopment master plan area.

The deadline for submittals is March 30th at 4:00 p.m., and the Town anticipates selection and contract negotiations to be completed by April 17th, 2018. Work should begin shortly after, and the ordinance needs to be adopted between August and September of 2018. The total costs of the project shall not exceed $50,000.
