Development Code Update, Phase II

Following a multi-year process to update the City's Master Plan, the City is looking to comprehensively update its Annexation and Land Development Code (Development Code). A full rewrite of the Development Code was last undertaken in 2000.

The new Master Plan, which was adopted December 2017, was prepared through a three-year, community-based effort known as ReImagine Reno. The ReImagine Reno process combined the largest community engagement initiative in the City's history with foundational technical analyses related to trends and forces, housing, employment, and fiscal impact. The result is an updated Master Plan based on the community's vision for the City and state-of-the-practice technical information that will serve as the City's road map as it grows and evolves in the future. Alignment of the City's Development Code with the Master Plan is identified as one of seven priority initiatives to implement the Master Plan over the next one to two years and per state law this process must be initiated within one year of Master Plan adoption.

To assist in implementation of the new Master Plan, a targeted assessment of the City's Development Code has been prepared. The primary purpose of this report is to identify key areas where amendments to the code are needed to implement the new Master Plan; however, it is also intended to establish a foundation for the larger code update process. Key objectives for this larger code update process include implementing the updated Master Plan, making the Development Code more user-friendly, and establishing a more predictable and transparent review process.

The update of the City's Development Code will be led by City staff and conducted in two phases. Phase I of the Development Code update will generally take place between March – July 2018. The focus of Phase I will be on obtaining public and stakeholder input on the currently adopted Development Code and on the recommendations contained in the targeted code assessment using a variety of outreach methods. Phase I will conclude with the preparation of a public input summary report detailing general input received regarding what does and does not work in the current Development Code as well as feedback regarding the recommendations contained in the targeted code assessment. This public input summary report is anticipated to be complete early August 2018.

Phase II, where services with a consultant would begin, will focus on developing and drafting new or revised standards for specific sections of the City's Development Code that are consistent with the key objectives described above. Drafting responsibilities will be divided between the consultant and City staff. Phase II will kick off with direction from the Reno City Council on key choices on more controversial or difficult issues prior to drafting the revised code in Phase II. Phase II will also involve further public input; structure to be determined in coordination with the consultant but work to be carried out by City staff.

The project budget for the Development Code Update will not exceed $180,000. Interested consultants should provide a scope of work and a budget for undertaking the project that responds to the tasks identified below. The consultant should keep in mind limited funding resources and be as efficient as possible in this process. The consultant also should identify ways that the community might use local resources to help minimize the expenses associated with project tasks. The City intends to select a consultant and begin work on the Development Code Update in July 2018. If additional funding is allocated for the Development Code Update in future budget years, project tasks may be added through a modified consulting agreement.
