The scope of the project outlines the minimum requirements necessary to update the 2013 Missoula Community Transportation Safety Plan (CTSP) to be compatible with the current Montana Comprehensive Highway Safety Plan (CHSP) at a municipal or community level. The process to develop the plan will be similar to that used in the development of the CHSP but at a reduced scale, consistent with the needs of Missoula Metropolitan Planning Organization (MPO) within the Metropolitan Planning Area (MPA).

The primary inputs to this plan will be stakeholder input, analysis of existing crash data, as well as the implementation of "best practices" in safety programs, safety data management, funding opportunities, emerging technologies, and program management/implementation. The consultant will coordinate all activities with the MPO throughout the development of the plan. Additional tasks and work elements may be added or deleted during contract negotiations.

Upon conclusion of the negotiation process and before proceeding with work tasks, the selected consultant will be required to prepare a final work plan for inclusion into a contract agreement. The consultant will be required to complete all work under this contract within the budget for this project by March 19, 2019.
