Beautiful Downtown Lewiston Revitalization Corporation (BDL) has issued a Request for Proposals (RFP) from a consultant or consulting team to develop the Lewiston Downtown Master Plan. The RFP explains the selected consultant's Scope of Work, the project budget and the draft timeline. Consultant proposals are due to BDL by August 1, 2018.

BDL is spearheading the development of a Lewiston Downtown Master Plan under the direction of a Steering Committee of stakeholders formed to guide the project. The Master Plan is funded by the City of Lewiston, the National Endowment for the Arts, the National Association of Realtors and the USDA's Rural Business Development Grants.

Qualified consultants will be experienced in land use planning, economic development including historic commercial district revitalization, public arts engagement and undertaking planning efforts in a collaborative manner that involves a diverse spectrum of stakeholders. The consultants' work will exhibit a rigorous attention to detail as well as the ability to create a vision and implementation plan to strengthen and expand downtown Lewiston's role as the economic and cultural heart of the Lewis Clark Valley.

This project will develop a step by step guide to be used by the community to accelerate downtown Lewiston's transformation as vibrant, pedestrian-friendly, mixed-use commercial district.

Project Overview

Beautiful Downtown Lewiston Revitalization Corporation (BDL), in cooperation with the Clearwater Economic Development Association, the Lewis Clark Association of Realtors and the City of Lewiston, seeks the services of a consultant or consultant team to complete a Lewiston Downtown Master Plan. Qualified consultants will be experienced in land use planning, economic development including historic commercial district revitalization, public arts engagement and undertaking planning efforts in a collaborative manner that involves a diverse spectrum of stakeholders. The consultants' work will exhibit a rigorous attention to detail as well as the ability to create a vision and implementation plan to strengthen and expand downtown Lewiston's role as the economic and cultural heart of the Lewis Clark Valley.

This project will evaluate the following primary elements and develop a step by step guide to be used by the community to accelerate downtown Lewiston's transformation as vibrant, pedestrian-friendly, mixed-use commercial district:

  1. The Economic Ecosystem of downtown Lewiston. Identify methods, tools and resources for continued economic development;
  2. The Neighborhood's Livability. Identify opportunities and methods to improve livability for residents in the neighborhood;
  3. The Physical Environment of downtown Lewiston. Recommend improvements and strategies to fund those improvements;
  4. The Regulatory Environment affecting development in downtown Lewiston. Recommend modifications to the regulatory policy and process to foster business and property development; and,
  5. The Cultural District of downtown Lewiston. Conduct cultural district planning and strategy for downtown Lewiston.

This downtown master plan will be owned and implemented by Beautiful Downtown Lewiston Revitalization Corporation and used by the entire community to plan public and private investment in the area. It must be built on feedback from a wide range of residents, property owners and business owners to understand what our community wants and will support to improve downtown Lewiston.

The resulting plan will be developed in a transparent, inclusive manner that engages community members, downtown residents, public agency staff, and downtown property and business owners.

The Lewiston Downtown Master Plan anticipated start date is summer of 2018 with completion by June 30, 2019.

BDL is seeking a consultant or consultant team that has a compelling proposal to create the Lewiston Downtown Master Plan according to the established timeline and budget. While this RFP outlines specific project elements and planning processes, creativity is encouraged.

BDL reserves the right to require the submittal of additional information that supplements or explains proposal materials.
