Notice is hereby given that Statements of Interest (SOI) are requested together with Statements of Qualifications (SOQ) for furnishing professional civil engineering/planning services on the following project. Preparation of a planning study to investigate potential ways to reduce Single Occupancy Vehicles (SOV) travel in Lake County, Illinois. The study’s scope will include, but not be limited to, the following items:

  • Analysis of Travel Demand Management (TDM) and SOV reduction measures implemented in other suburban regions with similar characteristics to Lake County, including identifying their success rate.
  • Analysis and inclusion of past LCDOT studies/plans such as the Lake County Transportation Market Analysis (regarding Pace fixed routes), LCDOT’s 2040 Transportation Plan, the Paratransit Market Study, etc.
  • Identify a range of alternatives to reduce SOV travel that can be implemented in Lake County including measurable results, costs and estimated time to implement them.
  • Identify barriers to using public transit in a suburban environment and opportunities to increase access to public transit, including technology and infrastructure.
  • Analysis of the risks, liabilities and benefits to allowing ebikes on Lake County owned bikeways.
  • Create Origin-Destination Maps for Major Employer locations and regional destinations in Lake County.
  • Use Lake County demographic/economic data to run Trip Reduction Impacts of Mobility Management Strategies (TRIMMS) modeling for site specific and county wide TDM implementation options.
  • Conduct public outreach such as telephone townhall meetings, virtual public meetings and stakeholder meetings.
  • Identify opportunities to raise public awareness about various travel options, such as a marketing plan.
  • Identify recommended alternatives, including potential barriers, partners, costs, and implementation plans.
  • Development of a possible policy for LCDOT to issue grants that would fund implementation of strategies recommended by the study.

The Lake County Division of Transportation will initiate the study in 2019. It is anticipated the study will take 12-18 months to complete with an estimated completion by December 31st, 2020. The planning study will be funded with local funds.

Respondents shall include in their SOI reasons why the study is suited to the capabilities and qualifications of their firm. Firms should reference their proposed project team and similar projects or studies in scope that have been completed. Preference will be given to multi-disciplined teams with a strong planning focus but also able to draw on knowledge from engineers in the transportation industry as well as academic institutions. The SOI shall include a brief description of why they should be chosen for this project. The SOQ should be concise and directly relate to the project. The SOI shall be limited to 1 page and the SOQ shall be limited to 10 pages. A current IDOT prequalification listing shall also be included with the submittal.

A minimum of three firms will be selected as the most qualified from their SOI/SOQ submittal to make a presentation to the 7-person selection committee. The basis of evaluation will be 20% technical approach, 15% firm experience, 20% specialized expertise, 20% staff capabilities (prime/sub), 10% work load capacity, 10% public outreach experience and 5% local presence.
