The City of San Antonio’s Planning Department (“City”) is releasing a Request for Qualifications (RFQ) to solicit proposals from a consultant to create the new Annexation and Growth Policy, which will include development of new growth-related policies, evaluation criteria, and strategies in regards to requests for Special and/or Public Improvement Districts, Non-Annexation or Development Agreements, Municipal Utility, Water or Road Districts, Incorporation within the City’s ETJ, and requests from other municipalities for releases and adjustments to the city limits or ETJ that comply with the new State of Texas annexation law and the San Antonio Charter. Further, the selected consultant will evaluate the impact of applications and other forms of requests on the City, fiscally and otherwise, to provide an updated framework for oversight and management of these functions based on best practices.

A Pre-Submittal Conference will be held at the City of San Antonio’s Finance Department –Purchasing Division, Riverview Tower, 111 Soledad, 11th Floor, Large Conference Room, San Antonio, Texas, 78205, at 10 a.m. Central Time, on Monday, September 10, 2018. Attendance at the Pre-Submittal Conference is optional but highly encouraged.

All proposals must be received no later than 11:00 a.m., Central Time on Friday, September 28, 2018, in the Office of the City Clerk, P.O. Box 839966, San Antonio, Texas, 78283-3966, or 719 S. Santa Rosa Ave., San Antonio, Texas 78204-3114 or may be submitted electronically through the SAePS system.
