Comprehensive Plan Update

The City of Vandalia is requesting statements of qualifications from firms with experience in community development, land use, economic analysis, housing and citizen engagement to update the City’s Comprehensive Plan. Interested consultants shall submit documentation substantiating their qualifications to perform the services necessary. The scope of this project is to update/rewrite the existing comprehensive plan and refine a community-based vision through public engagement.

The City’s most recent comprehensive plan was produced as a supplement in 2011. This plan was produced for five target areas within the City. Despite being an action-oriented plan, the City has not been successful in implementation. Prior to the 2011 supplement, the most recent update to the Comprehensive Plan and Future Land Use Map was in 2000. Due to this lapse of time and annexations, several areas of the City lack Future Land Use Map designations.

The City’s expectations for the new Comprehensive Plan can be summarized as follows:

  • Community-based. Organized around goals developed in partnership with Vandalia citizens and leaders, through a multi-faceted public participation process.
  • Action-oriented. A strong implementation component. The plan should include policies for ongoing decision-making as well as more specific, achievable actions to undertake within a five-year timeframe.
  • User-friendly. A format that encourages usage by a broad audience. The plan should utilize a combination of maps, illustrations, tables and concise writing to convey its message.

The City of Vandalia, Ohio, is a 12.4 square mile Charter City located 10 miles north of Dayton. The City maintains a population of 15,246 as of the 2010 Census and is located at the I-70/I-75 interchange, often referred to as the "Crossroads of America." The City’s prime location has resulted in economic growth in the City’s two primary industrial parks, Stonequarry Crossings and the Northwoods Business Park. The City is home to a state-of-the-art recreation facility and city-owned golf course. Vandalia has not seen significant growth since 1980. One of Vandalia’s biggest challenges remains revitalizing the downtown commercial corridor, being the area between Ranchview Drive and Dixie Drive on National Road.
