SUMMARY

The City of Battle Ground is looking for proposals from qualified consultants for consulting services to guide a Land Use Management Plan and Transportation System Plan update for the City. 

Qualified consultants must have experience and expertise in preparing and updating land use management and transportation system plans. The consultant will design and lead the process of a land use update and associated transportation system plan. The City is striving for an inclusive process that involves city residents, local and countywide stakeholders, members of the business community, agencies, non-profit organizations, and elected and appointed officials. The project timeline is twelve to eighteen months from the time a contract is awarded.

CITY OF BATTLE GROUND

The City of Battle Ground is located in the heart of Clark County, Washington, just four miles from Interstate 5. The community lies between the Pacific Ocean and the Cascade Mountains, providing citizens and visitors with scenic and pristine landscapes. The City has seen tremendous growth through the last 20 years; it currently consists of approximately 8.6 square miles and has a current population of 20,890 people.

SCOPE OF WORK

The consultant will propose a work plan to develop a Land Use Management and Transportation System Plan update based off the recently completed Community Vision and Strategic Action Plan and, through public involvement and participation, lay the groundwork for what will provide a successful future for development and preservation of Battle Ground. The Plan will also guide decision makers toward focused growth areas and identifiable districts throughout the City as well as target industry and viable economic development.

The City needs to adopt a plan that the community accepts. The process should include both active and passive involvement ensuring diverse and extensive community participation.
