The City of Fairfax 2035 Comprehensive Plan (Comprehensive Plan), as adopted by City Council on February 12, 2019, includes recommendations to develop individual small area plans for each of the five activity center identified on the Comprehensive Plan future land use map. These activity centers are:

1. Kamp Washington
2. Northfax
3. Old Town Fairfax
4. Fairfax Circle
5. Picket + Main

Through the comprehensive plan development process and separate discussions with the Planning Commission and City Council, the Northfax and Old Town Fairfax activity centers were identified as the two leading priorities among the five activity centers. This is based on the overall impact of these two areas on the economic and cultural character of the City as a whole, and current interest from developers and property owners. The purpose of this solicitation is to obtain consulting services from a qualified firm or consortium of firms to develop small area plans for the areas identified as the Northfax Activity Center and the Old Town Fairfax Activity Center on the City of Fairfax 2035 Comprehensive Plan future land use map. This may be extended to include up to three additional small area plans.

The Comprehensive Plan generally envisions the five activity centers supporting a mix of land uses with significant multimodal transportation access. Additional guidance regarding physical development characteristics and use characteristics is provided under the Activity Center Place Type description of the Comprehensive Plan. Initial recommendations for small area plan considerations for the Northfax and Old Town Fairfax activity centers are also provided. The Multimodal Transportation Chapter provides further recommendations on specific multimodal improvements, including potential street locations, transit enhancements, and pedestrian and bicycle network improvements. Aside from the Comprehensive Plan, numerous studies, projects, plans and proposals have been conducted that provide some guidance on future development in the activity center areas.
