US 195 / Interstate 90 Study

The Spokane Regional Transportation Council (SRTC) is requesting submittals from qualified firms with expertise in transportation planning and engineering for the US 195/Interstate 90 Study. The study will be completed within eighteen (18) months from the date of the Notice to Proceed with the option for SRTC to extend it for additional time and cost, if necessary. SRTC reserves the right to amend terms of this Request for Qualifications (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Study Description

The US 195 corridor has experienced increasing operational and safety issues, particularly at the interchange with Interstate 90 and at local access points. The issues are a result of a combination of factors including infrastructure design and increasing traffic volumes due to growth in the area. The US 195/I-90 Study will result in a preferred package of phased strategies that address the increasing operational, safety, and infrastructure issues in the corridors, particularly at the US 195/I-90 interchange. An executive summary and final report will be produced summarizing these strategies including potential funding sources and a timeline for implementation. Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:

  1. Qualification of Proposed Project Manager
  2. Qualifications/Expertise of Firm
  3. Ability to meet schedule
  4. Approach to project
  5. Familiarity with Washington State Department of Transportation (WSDOT), Federal Highway Administration (FHWA), and other applicable transportation planning standards
  6. Past Performance/References
  7. Prior to selection, the Firms ability to have a WSDOT approved Indirect Cost Rate (ICR) that is compliant with 48 CFR Part 31 of the Federal Acquisition Regulation (FAR) or has been approved through the Safe Harbor Indirect Cost Rate Pilot Program.

Submittal

Submittals should include the following information: firm name and contact information (mailing address, email, phone, fax); name of Principal-in-Charge and Project Manager; and number of employees in each firm proposed for the project. Please submit five (5) copies of your Statement of Qualifications to Spokane Regional Transportation Council, Ryan Stewart if submitting through regular mail at 421 W. Riverside Ave., Suite 500, Spokane, WA 99201, or by email at rstewart@srtc.org no later than 4:00 p.m. PDT on May 30, 2019. Submittals will not be accepted after that time and date. Any questions regarding this RFQ shall be submitted by email to rstewart@srtc.org by May 17, 2019. Responses to questions submitted will be provided to each entity that has requested a copy of the RFQ no later than May 22, 2019.
