Purpose and Services. Forward Pinellas is requesting proposals from qualified firms to provide support for a Vision Zero effort. This will include a branding and public outreach effort, developing demonstration projects and developing a toolbox to implement and support Vision Zero efforts throughout Pinellas County.

The full scope of services is available in Exhibit A. Forward Pinellas is looking for a firm, with a team if necessary, to provide the services described in Exhibit A. This is not a design project.

Background. Forward Pinellas is the fictitious name for the Pinellas Planning Council (PPC) and Pinellas County Metropolitan Planning Organization (MPO). The PPC and MPO governing board memberships are the same and the unified agency has a shared Executive Director.

Pinellas County has a high number and rate of crashes that result in fatalities and serious injuries, especially with respect to vulnerable users. In addition to local and state reporting, national sources, like Dangerous by Design and the Wall Street Journal, have reported on this.

Forward Pinellas is looking to embark on a Vision Zero effort to address and prevent fatal and serious injury crashes in the county. Through its Crash Data Management System, Forward Pinellas has data on past crashes, and has reported on this information in annual trends and conditions reports, as well as through performance target-setting and reporting in its Transportation Improvement Program. Forward Pinellas wishes to address areas of concern that have high crash incidents and rates today as well as to prevent future crashes in vulnerable areas that may not yet be identified as high crash locations.

Forward Pinellas works closely with agencies throughout the county and wishes to have a high level of coordination and involvement from the community and agency partners in order to successfully address this issue.

Proposal Requirements. Each respondent must contain the name and address of the submitting firm, the email address and phone number information for the proposed project manager, and a Certificate of Insurance. Firms are expected to have a thorough understanding of the principles of vision zero and roles and abilities of metropolitan planning organizations.

In addition, the following requirements must be addressed:

  • Key personnel, project manager, titles and/or classifications with information and qualifications for the primary firm and for the team, if using a team, and roles and responsibilities for the project;
  • A written narrative demonstrating the firm’s understanding of the scope of services and project approach;
  • Examples of relevant experience;
  • Minimum of three references for whom you have performed similar work;
  • Disadvantaged Business Enterprise (DBE) certification and participation status; and
  • Price

No more than 30 pages may be submitted. Resumes and certificates of insurance will not count towards the page limit and may be included as part of an appendix.

Response Evaluation. Respondents must be licensed by the State to do business in Florida and be qualified to perform the advertised work requirements.

The award shall be made to a responsible firm whose proposal is most advantageous to Forward Pinellas, taking into consideration price and other relevant factors, listed below along with total possible points. Cost scoring is automatically assigned based on the cost spread.

Disadvantaged Business Enterprise (DBE) participation is automatically assigned based on the use of DBEs. All proposals must address the relevant factors, which will be used in the evaluation process.

    • Demonstrated Understanding of the Scope of Services (30 points)
    • Project Approach, Schedule and Project Management (30 points)
    • Experience and Ability (25 points)
  • Cost (10 points)
  • DBE Participation (0-5 points)

Forward Pinellas reserves the right to shortlist firms if necessary. Presentations will be required and will contribute towards the evaluation of firms.

The award shall take into account all of the evaluation factors, for a possible total of 100 points.

Questions are allowed and all responses will be posted to the Forward Pinellas website. All questions and corresponding responses will follow the schedule below.

Interested firms must mail six hard copy responses and one electronic copy (flash drive or CD) in pdf format to arrive no later than the scheduled due date and time.

Selection Process and Schedule. A selection committee of Forward Pinellas staff and representatives from partner agencies shall review and rank the proposals. Proposals are to remain in effect for 120 calendar days from the date of submission. Forward Pinellas reserves the right to reject any or all proposals, or negotiate changes to the proposals whenever such rejection, waiver or negotiations is in the best interest of Forward Pinellas.

Forward Pinellas reserves the right to change the schedule below as necessary. Any changes will be posted to the Forward Pinellas website.

Presentations will be limited to 40 minutes followed by 20 minutes of questions and answers.

Estimated project duration is 12 to 18 months.

Forward Pinellas staff will negotiate a contract with the highest ranked and qualified firm. If negotiations with the highest-ranked firm fail, Forward Pinellas may negotiate with the next-highest-ranked and qualified firm. Notwithstanding,  Forward Pinellas reserves the right to reject any or all proposals for any reason, including but not limited to if the procurement does not elicit at least three competitive quotes from qualified sources.  The contract shall be in substantial compliance with the contract (Exhibit B).
