CHERRY HILLS VILLAGE MASTER PLAN UPDATE

The City of Cherry Hills Village is seeking proposals from qualified consultants ("Respondent(s)") to provide an update to the City's 2008 Cherry Hills Village Master Plan ("Plan Update"), as described in this Request for Proposals ("RFP").

This RFP is a competitive bid based on proposer qualifications, service capabilities and price, and other factors to select a proposer that best meets the needs of the City. It is not a competitive bid based on price only. This RFP contains the instructions governing the proposals to be submitted, the materials to be included therein, and the requirements that must be met to be eligible for consideration.

ANTICIPATED CALENDAR:

October 9, 2019 — Request for Proposals Distributed to qualified firms

October 21, 2019 — Question Deadline

November 13, 2019 (4:00 p.m.) — Deadline for Submission of Proposals

Week of December 2nd or December 9th, 2019 — Interviews with selected firms

December 15 or December 22, 2019 — Anticipated award date/selection of qualified firm

The City reserves the right to modify the above timeline at any time. The City reserves the right to accept or reject any and all proposals and to waive any information or irregularities in said proposals. The Request for Proposals does not bind the City to accept a proposal when, in the City's sole discretion, the City determines not to do so.

COMMUNITY PROFILE

The City of Cherry Hills Village, Colorado is located in northwest Arapahoe County and is bounded on the west by the City of Englewood, the north and east by the City and County of Denver, and to the south by the City of Greenwood Village. The Village today consists of approximately 6 ½ square miles in total land area. The Village has a population of approximately 5,987 residents based on the 2010 Census. The community is predominately residential and consists of approximately 2,150 households. Projected growth potential inside the City is limited as the City is almost completely built-out and land locked on all sides. The City continues to feel the pressures of the growth all around its limits.

PROJECT PURPOSE:

The purpose of the project is to produce an updated City Master Plan that, derived from citizen and stakeholder input, provides a clear direction for development policy decisions, City services, and City projects with a planning time horizon of next twenty-five years ("Project"). It is the City's desire that there be meaningful community participation in the preparation of the plan and that the consulting team includes substantial opportunities for citizen participation in the planning process.

The City utilizes a 2008 Master Plan document to support the goals and objectives of the City. The objectives outlined in Master Plan include, but are not limited to:

  • Preserving and defining the City's semi-rural character, views and open feel
  • Preserving and enhancing open space, trails, parks, and wildlife corridors
  • Maintaining the existing land use and development patterns
  • Enhancing natural storm water management and capacity of lands and waterways to maximize stormwater quality and minimize personal and property damage and the threat of erosion
  • Improving efficiencies in utilities and infrastructure within the Village while balancing the aesthetics of the Village

In addition to confirming the continued importance of the preservation of the community character, additional policy evaluations will be expected. Specifically, City Council, Planning & Zoning Commission, and residents have expressed interest in a variety of other specific policy areas, including:

  • Explore more multi-modal opportunities (vehicular, cycle, pedestrian, equestrian, etc.)
  • Exploration of transportation strategies that improve mobility for Cherry Hills Village residents, while looking at opportunities to reduce cut-through traffic
  • Consider more energy efficient and sustainable policies and standards
  • Exploration of policies related to an aging population
  • Review the Section 16-16-50 of the Cherry Hills Village Municipal Code and related provisions and policies governing exterior lighting to ensure community support
  • Assess the community's perspectives on public safety
  • Evaluate how recent and ongoing changes to administration of the High Line Canal impacts trails, stormwater, and drainage in Cherry Hills Village
  • Analyze the opportunities for increased funding for city-wide drainage improvements

SCOPE OF SERVICES:

The Respondent(s) will have overall responsibility for the creation of the City's Master Plan Update, lead the Plan Update efforts, and be responsible for the timely completion of the Plan Update. All work shall be completed in accordance with applicable City standards and within the agreed upon timeline. This includes, but is not limited to, preparing and maintaining a detailed project timeline (the general timeline of the project is expected to commence shortly after the new year in 2020 and expected to last 12-15 months), conducting outreach for the Plan Update, leading public hearing and study session presentations, conducting technical analysis with subsequent recommendations for the Plan Update, and document creation.

Project Management:

The Respondent(s) shall prepare and submit to the City for approval a project management plan that specifies a schedule of work, the roles and responsibilities of the Respondent(s) and any sub-contractors, identifies specific work tasks, milestones, review/comment milestones, and a public outreach plan. Additionally, Respondent(s) will be available to participate in meetings at least every two weeks with the

City's Project Manager and meetings with specific City Departments, key stakeholders, and outside agencies as necessary.

Coordination of City Departments:

The Respondent(s) will primarily coordinate with the City's Community Development Director for the Plan Update. However, there are several other City Departments that have a vested interest in the outcome of the Plan Update, so a Staff Working Group (SWG) will be created. Members could include the City Manager, parks and recreation, police, public works, and finance. The Respondent(s) will be responsible for running these meetings to coordinate input from these City Departments and Divisions. It is anticipated that these meetings will occur on a monthly basis to start; however, this schedule may be re-evaluated as the Plan Update progresses.

Coordination of Outside Agencies:

The Respondent(s) will coordinate with outside agencies that provide services and/or expertise within Cherry Hills Village. A Technical Advisory Committee (TAC) will be created and include representatives from the local school district, RTD, DRCOG, Arapahoe County, Mile High Flood District, local fire districts, etc.

Coordination of Key Stakeholders and Residents:

The Respondent(s) will coordinate with key stakeholders and residents from the community to provide input on the Plan Update and community vision through the creation of a Citizen's Advisory Taskforce (CAT). All members will be appointed by City Council and the committee could be made up of representatives from existing Boards and Taskforces, residents, developers, churches, and schools, etc. It is envisioned that the CAT will meet key milestones through the Plan Update process.

Coordination of Public Outreach:

Respondent(s) will coordinate and conduct public outreach for the Plan Update. There will be a robust public participation process program, including surveys, an internet presence, public meetings, and topic-specific focus groups as necessary.

Public Hearing and Study Session Presentations:

It is expected that Respondent(s) will conduct meetings with key elected officials, including the Planning & Zoning Commission, and the City Council, which will be the ultimate approval authority. The Respondent(s) should plan to make multiple presentations at study sessions for the two bodies at key milestones, and one presentation to each group during the public hearings for the Plan adoption.

Plan Update Preparation:

Respondent(s) will develop and deliver a professional Plan Update that the City can realistically implement to provide clear direction for development policy decisions, City services, and City projects for the next twenty-five years. The scope of work for this update includes, but is not limited to, the tasks listed below to be detailed and agreed upon in the final contract with the selected Respondent(s).

Deliverables and Expectations:

  1. Plan Creation
    1. Background research and analysis of the existing conditions of the community, such as current demographics, land use, transportation, drainage, sustainability, fiscal stability, etc.
    2. Confirmation of the vision for the City.
    3. Policy development, goals, and objectives for each of the topic areas/plan elements.
    4. Develop goals, objectives, and implementation strategies based on public input and community desires.
    5. Analyze the consistency of current City ordinances, codes, and city policies in relation to the goals and objectives developed through this Plan Update process to create an implementation program.
    6. Draft elements are to be completed and submitted to City Staff for review, comment, and approval individually, based upon a schedule developed at the beginning of the planning process. This will enable the project to remain at a manageable scale and allow the City Staff to effectively monitor the progress of the work program.
    7. Prepare a "Public Draft" document and present the draft to the Planning & Zoning Commission, City Council, the public, and various City committees.
    8. Prepare a "Final Draft" document and make a final presentation at a City Council hearing and before any other body necessary or in any other meeting as asked to secure adoption of the Plan.

INSTRUCTIONS TO PROPOSERS:

Proposers must submit their proposals in the format specified in this RFP. Written proposals (six (6) copies), including the signed Proposer's Certification (found at the end of this RFP), are to be addressed and submitted to Chris Cramer, Community Development Director, City of Cherry Hills Village, 2450 E. Quincy Avenue, Cherry Hills Village, CO 80113, on or before the deadline set forth below.

Proposals shall be physically received by the City prior to 4:00 p.m. on November 13, 2019. No electronic or facsimile proposals will be accepted or considered.

Proposals must be submitted in a sealed package or envelope listing the following information on the outside: City of Cherry Hills Village Request for Proposals; Master Plan Update; Proposer's name and address.
