1. PROJECT DESCRIPTION

The City of Bloomington Economic and Sustainable Development Department is seeking Consultant services to complete the following project deliverables:

  • Understanding Climate Risks- Conduct a community-wide climate change risk, and vulnerability assessment, complete with a city-specific climate hazards report in accordance with Global Covenant of Mayors (GCoM) requirements
  • Setting a Mitigation Goal- Define a city-specific emissions mitigation target based on Bloomington Greenhouse Gas Emission Inventories
  • Adapting and Mitigating Climate Effects- Recommend city-specific climate adaptation and mitigation actions that the city and community can undertake with an analysis of barriers and opportunities
  • Communicating Progress- Produce a community messaging strategy and educational materials about local climate change impacts and progress on adaptation and mitigation activities

The Consultant shall provide separate pricing for each of the project deliverables.

The hazards report, community-wide vulnerability assessment, and the climate action plan should meet the Global Covenant of Mayors for Climate and Energy (GCoM) requirements and propose data-driven actions and strategies to minimize impacts associated with climate change. The Consultant will be expected to utilize the most current standards and methods for completing the project deliverables and fully comply with all current GCoM requirements.

The core purpose of this project is to assess local vulnerabilities associated with climate change impacts and develop a prioritized list of actions for adaptation and resiliency.

3. SCOPE OF SERVICES

3.1 Major Activities

3.1.1 Community-wide Climate Change Risk and Vulnerability Assessment

Conduct both a climate change risk/hazard assessment and climate change vulnerability assessment that follows the GCoM requirements.

The climate change risk assessment should be a qualitative and/or quantitative scientific estimation of the risks due to climate change. The assessment should include risks that have potential consequences where something of human value (including humans themselves) is at stake and where the outcome is uncertain.

The climate change vulnerability assessment should be a qualitative and/or quantitative assessment of the degree to which the City is susceptible to, or unable to cope with, adverse effects of climate change, including climate variability and extremes.

The Consultant will review the inventory of relevant science-based literature, including the Hoosier Resilience Index, regional climate change reports, vulnerability assessments, scientific publications, etc. to advise on current and future impacts from climate change in Bloomington.

The final work product will be a concise report that recommends scenarios and projections for, at minimum, extreme heat events, extreme precipitation events, and flooding.

3.1.1 Deliverables - Deliverables include:

  1. a complete report that satisfies GCoM reporting requirements for climate change risks and vulnerability assessments;
  2. a narrative report, suitable for publication as determined by the Economic and Sustainable Development Department, that describes key report findings and includes relevant charts, tables, and other depictions;
  3. a one-page, front and back, fact sheet containing the key assessment results that are suitable for publication as determined by the Economic and Sustainable Development Department;
  4. all supporting documents and data gathered or created in the course of this effort; and
  5. a detailed summary of the methodology followed so that future climate change risk and vulnerability assessments can be updated going forward.

The Consultant will provide the required information for reporting findings through the CDP reporting platform in July 2020.

In addition to an in-person project kickoff meeting and concluding in-person meeting to present final hazard identification analysis and deliverables, the Consultant will facilitate progress update meetings weekly or biweekly as-needed with the Department of Economic and Sustainable Development and key partners. These additional meetings may occur in-person, remotely, by conference call and/or webinar. The Consultants will ensure that all logistical needs are met, including but not limited to, organizing meetings, preparing information documents, developing presentations and presenting drafts to key stakeholders as necessary. Consultants are also responsible for taking notes and providing them to the Economic and Sustainable Development Department following all meetings.

The Consultant will be expected to provide overall project management, quality control/quality assurance, data organization, analysis of results, and final reports with oversight, guidance, and input from the Economic and Sustainable Development Department and its partners.

All final deliverables should be produced in electronic formats, and in hard‐copy format if requested by the Economic and Sustainable Development Department and its partners. All final deliverables should clearly define all data inputs and outputs, and deliverables should be developed to facilitate future identification and reporting and include all raw input and output data. For example, data collection worksheets, documents, and/or spreadsheets should be designed and shared so that future assessments can be completed using the same worksheets, calculations, tools, documents, and spreadsheets.

3.1.2 GHG Reduction Target/Climate Action Plan

Assist the community in setting a greenhouse gas reduction goal and the development of a Climate Action Plan that meets the GCoM requirements and proposes data-driven actions and strategies to moderate harm from expected climate change impacts. The Climate Action Plan will consider climate change risks, hazards, and recommend actions the City can take to achieve a recommended greenhouse gas reduction goal. Proposed actions should consider actions that should be taken directly by local government and by the broader community.

The CAP should meet the requirements of the GCoM.

3.1.2.1 Deliverables –

Deliverables for the CAP include:

  1. a public presentation and a narrative report that satisfies GCoM reporting requirements and is suitable for publication as determined by the Department of Economic and Sustainable Development;
  2. a one-page, front, and back, fact sheet containing the key objectives and actions of the CAP that is suitable for publication as determined by the Department of Economic and Sustainable Development;
  3. all supporting documents, data, and calculations gathered or created in the course of this effort; and
  4. a performance monitoring tool and reporting format to track and report progress.

In addition to an in-person project kickoff meeting and concluding in-person meeting to present final CAP analysis and deliverables, the Consultant will facilitate progress update meetings weekly or biweekly as-needed with the Department of Economic and Sustainable Development and key partners. These additional meetings may occur in-person, remotely, by conference call and/or webinar. 3.1.2.2 Project Specifics –

The CAP should be a graphically engaging, attractive, succinct, and easy to read public-facing report. The document should include high-level action plans, timing, and dependencies sequenced throughout the identified target timeframe. The document shall be written and designed in a quality standard that meets the expectations of the Economic and Sustainable Development Department. The CAP should be designed such that the collective actions positively impact all residents and move the city toward greater social equity. Specifically, the report must conform to the minimum requirements of the GCoM and shall include:

  • An executive summary
  • A description of the City of Bloomington's emissions reduction commitment
  • Bloomington's context for developing a Climate Action Plan
  • Description of methodologies used, including a characterization of projections and assumptions used
  • Description of critical systems analyzed
  • Explanation of climate change impact effects on systems
  • Analysis of climate vulnerabilities and priorities
  • Action strategy to reduce the harm of expected climate change impacts with SMART goals
  • Cross-departmental engagement strategies for GHG reduction
  • The responsible agency and/or community institution for each proposed strategy
  • An overall implementation plan for climate action strategies
  • A mechanism to review, track and report progress
  • Areas for future research and technical analysis
  • Summary of public outreach and input received
  • Technical appendices

A comment period must be completed as part of the community feedback portion of this portion of the project. Comments will be reviewed in partnership with the Economic and Sustainable Development Department. The Consultant will update the plan in response to comments that are determined to be relevant to the intended outcomes.

The Consultant should also provide a supporting document that outlines the findings and basis for each recommendation. Documentation should also include proposals for financing strategies that could facilitate the fulfillment of the plan.

3.1.3 Climate Community Messaging Strategy and Materials

Develop a marketing and communication strategy that will improve the public's understanding of climate change, including the need for adaptation and necessary actions that must be taken.

3.1.3.1 Deliverables–

Deliverables for the messaging strategy portion of the project include but are not limited to:

  1. a marketing plan that details specific communication strategies and tactics, intended audience, cost, and timeline;
  2. a plan for measuring success; and
  3. the content to complete the tactics listed within the marketing plan, which may include brochures, scripts for radio spots, fact sheets, emails, social media content, etc.

All public-facing materials should be formatted and branded in a standard that is consistent with existing City of Bloomington publications.

3.1.4 Climate Hazards Report

3.1.4.1 Deliverables –

Deliverables for the climate hazards report portion of the project should identify the most significant climate hazards faced in Bloomington and include but are not limited to:

  1. Current risk level (probability x consequence) of the hazard
  2. Description of expected future impacts
  3. Expected intensity, frequency, and timescale of the hazard
  4. All relevant sectors, assets, or services that are expected to be most impacted by the hazard in future and the magnitude of the impact for each of them
  5. Information on vulnerable population groups (e.g., low income, elderly, youth, people with chronic disease, unemployed, etc.) that are expected to be most affected by future hazards
