PROJECT DESCRIPTION

The Eagle County Comprehensive Plan (the "Plan") is an overarching planning document that guides development and provides a framework for land use decisions in unincorporated Eagle County. The Plan should also support, be consistent with, and help refine a long-term vision for the greater Eagle County community, in concert with local jurisdictions. The Plan provides a critical opportunity for the community, non-profits, local jurisdictions, and industry leaders to work together to create and clarify a holistic vision for Eagle County's future. When adopted, the 2020 Plan will supersede the 2005 Eagle County Comprehensive Plan.

SCOPE OF SERVICES

The following tasks reflect the anticipated consultant scope of work required for completion of the 2020 Comprehensive Plan. As part of the request for proposal process, respondents shall describe how they intend to meet these expectations as well as make recommendations on how this scope of work can be more cost-effective, time-efficient, and how to produce a comprehensive plan that represents the community vision. Sub consultants may also be utilized as part of the primary consultant team in this process, with clear delineation of their roles, responsibilities, and expectations. The scope of work is divided into 4 main categories:

  1. Project Management
  2. Stakeholder Engagement
  3. Research and Analysis
  4. Plan Development

Task 1: Project Management:

The successful consultant is expected to have on-going email communication with the Eagle County Project Lead, as well as weekly phone meetings on project status and to troubleshoot items in progress. Weekly meetings may be canceled if not necessary. Invoices, budget tracking, and progress reports should be submitted monthly. The project management budget should also include funds for travel to Eagle and El Jebel for a total of 24 meetings, as outlined in the deliverables below.

Task 1 Deliverables:

  1. Monthly Invoices, Budget Tracking, and Progress Reports
  2. On-going Email Communication
  3. Weekly Phone Meetings and re-cap notes with action items in a Google format.
  4. Travel for roughly six TAC meetings, 15 PCs/BoCC work sessions or hearings, and three in-person meetings with Project Team if necessary. Meetings may be held in El Jebel or Eagle County as appropriate.

Task 2: Stakeholder Engagement:

The successful consultant is expected to support stakeholder engagement through development and implementation of a Visioning and Values Strategy that will include a Communication Framework and a Community Engagement Framework. The Communication Framework will outline how the Project Team will provide process updates, opportunities for input, and documents ready for public consumption. The Community Engagement Framework will outline how input from the community will be gleaned to identify community-oriented assets and desires. This will include clearly defined community input opportunities and methods as well as the development and facilitation of a Technical Advisory Committee (TAC). The TAC will be comprised of a group of engaged community members and industry leaders who have been selected and guided by the Project Team to understand the required commitment to collaboratively create an effective comprehensive plan which reflects the goals and vision of the community.

Task 2 Deliverables:

  1. Visioning and Values Strategy Development:
    1. The Visioning and Values Strategy will include a Communication Framework, Community Engagement Framework, and Research and Analysis Framework (captured in Tasked 3).
    2. First draft will have one round of review with consolidated feedback by Project Team.
    3. Second draft will have one round of review by Project Team and TAC through meeting facilitation or in writing.
    4. Third draft will be presented to PCs and BoCC, and feedback provided at these work sessions will be incorporated into the Strategy and finalized.
    5. Presentation for TAC, PCs and BoCC meetings.
  2. Visioning and Values Strategy Implementation:
    1. Support implementation of Communication Framework and Community Engagement Framework through the creation of materials including renderings, informational hand-outs, presentations, outreach boards, and other items as defined in Visioning and Values Strategy.
    2. One round of review with consolidated feedback of outreach materials by Project Team.
    3. Eagle County will facilitate and lead community outreach events.
  3. Technical Advisory Committee Support:
    1. Travel to different locations throughout Eagle County to attend and facilitate, six TAC meetings.
    2. Provide meeting summaries with action items in Google format, estimated at no more than 3 to 5 pages of each TAC meeting.
    3. Provide all visual materials for TAC meetings, with one round of review of such materials by Project Team. Eagle County to provide printing.

Task 3: Research and Analysis:

During phase one, the successful consultant will outline data to be collected and create methods for collecting and analyzing qualitative and quantitative data through the development of the Visioning and Values Strategy. A variety of innovative, digital and in-person, methods should be used. Eagle County will provide GIS related data. Qualitative data collection will include anecdotal information from residents, professionals, visitors, and elected and appointed officials. Quantitative data will include without limitation, build-out analysis, affordable housing analysis, economic analysis, environmental analysis including wildlife, water, sensitive lands, and hazards, health in the built environment analysis, and infrastructure analysis. The successful consultant will collect (with assistance from Eagle County) and analyze data, documenting findings and recommendations to inform goals, policies, implementation strategies, performance metrics, and the Future Land Use Map (the "FLUM") into a Summary of Data Report. Both the Visioning and Values Strategy and the Summary of Data Report will include presentations and review by the Project Team, TAC, PCs, and BoCC.

Task 3 Deliverables:

  1. Research and Analysis Framework creation documented in Visioning and Values Strategy.
    1. First draft will have one round of review with consolidated feedback by Project Team.
    2. Second draft will have one round of review by TAC through meeting facilitation or in writing.
    3. Final Research and Analysis Framework
  2. Implementation of Research and Analysis Framework
    1. Collection of data both qualitative and quantitative data through innovative methods that include both digital and in-person. Eagle County will support data collection as needed.
    2. All raw data will be transferred and owned by Eagle County and should be provided in Google format and/or ESRI GIS format.
  3. Creation of Summary of Data Report
    1. Analysis, synthesis, and interpretation of all data which will also include recommendations to inform the plan's goals, policies, implementation strategies and performance metrics.
    2. First draft will have one round of review with consolidated feedback by Project Team.
    3. Second draft will have one round of review by Project Team and TAC through meeting facilitation or in writing.
    4. Final Summary of Data Report to be presented to PCs and BoCC for information sharing, and Q & A.

Task 4: Plan Development:

The successful consultant will utilize the Summary of Data Report, to develop in concert with Project Team, goals, policies, FLUM, implementation strategies and performance metrics which will make up the majority of the Plan. Feedback will be provided by TAC, PCs, and BoCC through work sessions. The Plan should be organized by element, such as land use, housing, transportation, destination management, etc. The successful consultant will draft the plan for review by the Project Team, TAC, PCs and BoCC. Presentation and facilitation support will be provided by the successful consultant. The Plan should be highly graphic and utilize icons, renderings, photography (provided by Eagle County) and maps (provided by Eagle County).

Task 4 Deliverables:

  1. Goals, Policies, Actions, and Performance Metrics by Element:
    1. First draft will have one round of review with consolidated feedback by Project Team.
    2. Second draft will have one round of review by Project Team and TAC through meeting facilitation or in writing.
    3. Third draft will be presented to PCs and BoCC, and feedback provided at these work sessions will be incorporated and finalized.
    4. Presentation for TAC, PCs and BoCC meetings.
  2. Administrative Draft Plan:
    1. First draft will have one round of review with consolidated feedback by Project Team.
    2. Second draft will have one round of review by Project Team and TAC through meeting facilitation or in writing.
  3. Public Draft Plan:
    1. The public draft Plan will incorporate TAC feedback and be presented to the public, PCs, and BoCC for review and feedback.
  4. Final Plan:
    1. The final Plan will incorporate all feedback collected during the public draft and finalize the Plan.
    2. Presentation and facilitation support for BoCC and PCs for adoption.
    3. Eagle County will draft staff reports and resolutions, and collect and respond to written public comment.
