The City of Clive is inviting experienced consultant teams to submit their qualifications and proposals for the development of a comprehensive Neighborhood Plan for the eastern portion of the community (District 1). The Neighborhood Plan is proposed to include the review and recommendation for improvement of multiple elements of the area, such as land use, housing, the trail network and park facilities, pedestrian connectivity, stormwater management, and flood mitigation. The Neighborhood Plan process will require engagement with multiple stakeholders including Clive residents, business owners, City staff, City boards/commissions, and Clive elected officials.

The City of Clive staff and steering committee anticipate working extensively as a partner with the consultant team regarding the analysis of the multiple elements of this planning effort. Qualified consultant teams must have significant experience in community planning and design, including land-use planning, landscape architecture, park/community facility design, and community engagement, and have a demonstrated ability to develop/communicate an implementation plan that carefully balances early catalyst efforts with long term resource availability. Qualified consultant teams also must have experience working in public environments and working effectively with a variety of stakeholders to build consensus towards an actionable/achievable Clive District 1 Neighborhood Plan.

This Request for Qualifications (RFQ) describes the planning opportunity and the process required for submitting a response. In addition, this RFQ outlines the evaluation and selection process, resulting in a recommendation to the Clive City Council for a professional services contract to be considered with a qualified consultant team in March 2020.
