On-Call Land Use and Traffic Engineering Services

The Land Use (formerly Planning) division at the New York City Economic Development Corporation (NYCEDC) is seeking a consultant or consultant team to perform on call land use, environmental assessment and traffic engineering consultant services for various City-owned properties located within the five boroughs.
Environmental assessment work will be completed in accordance to Federal (NEPA), State (SEQR) or City (CEQR) environmental quality review procedures and industry accepted methods and standards.
NYCEDC welcomes firms of all levels of capacity and different specialties to apply to this RFP as a prime Consultant and anticipates the selected Consultant(s) will lead a team of consultants (collectively, with the Consultant, the "Consultant Team") displaying a diversity of skill sets, technical expertise, experience, and firm size in providing all aspects of the scope of services.
All RFP responses should clearly demonstrate that the Consultant Team is capable of and experienced in providing all of the Services necessary for the complete performance of the Contract, which will include Tasks of varying scope and size.
NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.

NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on NYCEDC projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. Bidders/subcontractors and consultants are strongly encouraged to visit the NYCEDC website at edc.nyc/opportunity-mwdbe to learn more about the program.
An optional informational session will be held on Thursday, January 9, 2020 at 1:30pm at NYCEDC. Those who wish to attend should RSVP by email to OnCallLandUse2019@edc.nyc on or before January 8, 2020 at 5pm.

The RFP is available for in-person pick-up between 9:30am and 4:30pm, Monday through Friday, from NYCEDC, 1 Liberty Plaza, New York, NY. RESPONSES ARE DUE NO LATER THAN 4pm on Thursday, March 5, 2020.
