SCOPE OF WORK

With assistance from City Staff, the selected consultant will conduct a public process to develop a new Zoning Ordinance for the City of Charles City. It is anticipated that the consultant will work with the community to develop a "hybrid" zoning ordinance that articulates good standards and provides for administrative approval opportunities, updated but conventional zoning standards in newer, largely built out areas, and standards that support walkable, mixed use neighborhoods in yet-to-be developed areas of the City. The final ordinance will be a code that provides the City with the best workable and least burdensome ordinance (i.e. conventional code, unified development code, form-based code, etc.).

The final work program will be developed in conjunction with City staff but the scope of work should include the following:

  • Current Zoning Ordinance Diagnosis. The consultant will work closely with City staff in producing a diagnosis of the existing code.
  • Review of Comprehensive Plan. The consultant will review and identify Plan Goals, Objectives and Recommendations to ensure the new code will be consistent with recent planning documents
  • Public Outreach. The consultant will develop a public outreach strategy designed to inform community stakeholders and the general public on the benefits of a hybrid code, as well as conducting regular meetings and web/social media interaction throughout the process.
  • Drafting the Document. The consultant will prepare drafts of the zoning ordinance, including graphics, for review by staff and the Planning and Zoning Commission, culminating in a final version to be reviewed by the Plan and Zoning Commission for recommendation to the City Council for final action.
  • Integration of the New Code into User-Friendly Formats. The consultant will work with City staff to make the new code accessible and interactive with the public.
  • Staff Training. The Consultant shall provide resources to assist City staff with implementation of the new code through a 'start-up' period not to exceed one year.
  • SUBDIVISION ORDINANCE. The preparation of new subdivision ordinance may or may not be included in the Consultant's professional services agreement. The City's existing subdivision ordinance was prepared at the same time as the existing zoning ordinance. Using the same Scope of Services, the Consultant shall prepare a new subdivision ordinance. It is anticipated the review of the comprehensive plan, public outreach, staff training, etc. can be conducted in conjunction with the new zoning ordinance for efficiency. The Consultant shall provide a separate fee for work on the subdivision ordinance so the City may elect whether to include or not include this scope of service.

PROPOSAL CONTENTS

The statement of qualifications/proposal will include:

  1. A discussion of your project understanding and detailed scope of services outlining key issues and your project approach. Identify the type of zoning ordinance that will be proposed (i.e. conventional, unified, form-based, etc.).
  2. A project schedule outlining the timeline and estimated completion date of each major task identified in your scope of work.
  3. The name, qualifications, experience and availability of the project manager and other key members of the project team and their related experience.
  4. Past experience that the team has recently completed providing planning services for at least three (3) similar zoning ordinance projects. Include reference names and contact information and design fees for the referenced projects.
  5. Project fees (Not-To-Exceed basis) for the study's proposed scope of services including an hourly rate sheet. es for administrative approval opportunities, updated but conventional zoning standards in newer, largely built out areas, and standards that support walkable, mixed use neighborhoods in yet-to-be developed areas of the City. The final ordinance will be a code that provides the City with the best workable and least burdensome ordinance (i.e. conventional code, unified development code, form-based code, etc.).
