I. PURPOSE

To obtain Programmatic and Design Planning services for a new Kingswood Community Center in the Riverside neighborhood of NE Wilmington, Delaware.

II. BACKGROUND

Kingswood Community Center is partnering with the Wilmington Housing Authority, EastSide Charter School, The Teen Warehouse, Inc. and REACH Riverside Development Corporation in pursuing a holistic revitalization of the Riverside neighborhood pursuant to the strategy developed by Purpose Built Communities. www.purposebuiltcommunities.org. Below is a link to the Master Plan that has been developed for the revitalization. The overall project contemplates about $200MM of investment in the neighborhood over 10-20 years.

Subject to necessary fundraising, it is contemplated that the new Kingswood would be completed by 2024. Preliminary conceptual planning suggests that the new Kingswood would be approximately 50,000 sq. ft in total, to include the senior and other services currently provided, an expanded world class early learning academy to serve approximately 150 kids (6 weeks to age 5), a neighborhood library, physical fitness facilities and community meeting rooms as well as space to be leased on a long term basis to community serving organizations.

The requested contract services are expected to be completed by May 1, 2020.

III. STATEMENT OF NEED

The intent of this RFP is to have the firms under consideration specifically address the services required and provide a well-considered price proposal for those services.

The Owner is requesting the proposer to provide the following:

A. Needs Assessment and Programming Plan – The consultant shall conduct a needs assessment to identify the types and level of demand for services including but not limited to: the senior and other services currently provided, an expanded world class early learning academy to serve approximately 150 kids (6 weeks to age 5), a neighborhood library, physical fitness and athletic facilities and community meeting rooms as well as space to be leased on a long term basis to community serving organizations, or other similar needs. The Needs Assessment shall include review of existing agency and non-profit strategic plans, meetings with key stakeholders, and a minimum of two public input meetings. The consultant shall use the results of the Needs Assessment to develop a Programming Plan that will recommend how the identified needs can be addressed in the new Kingswood facility.

B. Preliminary Architectural Report and Site Concept Plan – The consultant shall develop a Preliminary Architectural Report and Site Concept Plan that includes, at a minimum:

  1. Preliminary Architecture Report showing floor plan, doors, windows, restrooms, and other associated building details.
  2. Preliminary Site Concept Plan showing site infrastructure, parking, access and other associated site details.
  3. Presentation schematic drawings appropriate for fundraising for the project.
  4. Construction cost estimates.

C. Proposer's Recommendations for a Different Planning Process, if any.

IV. PROPOSAL PREPARATION AND SUBMISSION REQUIREMENTS:

A. GENERAL REQUIREMENTS:

1. RFP Response: In order to be considered for selection, Proposers must submit a complete response to this RFP. Electronic delivery shall be made to kbarnekovshort@reachriverside.org. In addition, one (1) original and five (5) copies of each proposal must be submitted to:

RFP Due date/Opening date and hour: January 27, 2020, 4:00 P.M. Proposers assume the risk of delivery by the US Mail or otherwise.

2. Proposal Preparations:

  1. Proposal shall be signed by an authorized representative of the Proposer. All information requested should be submitted. Owner reserves the right to request additional information or to reject any application deemed incomplete.
  2. Proposals will be reviewed and evaluated by a Committee as designated by the Owner.
  3. Proposal should be prepared simply and economically, providing a straight forward, concise description of capabilities to satisfy the requirements of the RFP. Emphasis should be placed on completeness and clarity of content.
  4. All pages of the proposal should be numbered.
  5. Ownership of all data, materials and documentation originated and prepared for the Owner pursuant to the RFP shall belong exclusively to the Owner. Owner will exercise best efforts to protect the confidentiality of any trade secrets or proprietary information submitted, if specifically identified by the Proposer, but such protection is not guaranteed. The proprietary or trade secret material submitted must be identified by some distinct method such as highlighting or underlining and must indicate only the specific words, figures, or paragraphs that constitute trade secret or proprietary information. The classification of an entire proposal document, line item prices and/or total proposal prices as proprietary or trade secrets is not acceptable and will result in rejection of the proposal.

B. SPECIFIC REQUIREMENTS:

Proposals should be as thorough and as detailed as possible so that the Owner may properly evaluate your capabilities to provide the required services. Proposers are required to complete and submit all information requested in Attachment B.

V. EVALUATION AND AWARD OF CONTRACT:

A. Award of Contract: Selection shall be made of two or more Proposers deemed to be fully qualified and best suited among those submitting proposals on the basis of the evaluation factors included below. Interviews shall be conducted with the Proposers so selected. Interviews are expected to be conducted on February 10, 2020. After interviews have been conducted with each Proposer so selected, the Owner shall select the Proposer which, in its opinion, has made the best proposal, and shall award the contract to that Proposer. The Owner may cancel the Request for Proposal or reject proposals at any time prior to an award, and is not required to furnish a statement of the reason why a particular proposal was not deemed to be the most advantageous. The award document will be a contract incorporating by reference all the requirements, terms, and conditions of the solicitation and the contractor's proposal as negotiated. The contract is expected to be awarded by February 17, 2020.

B. Evaluation Criteria: Proposals shall be evaluated by the Owner using the following criteria:

VI. RESERVATION OF RIGHTS:

Owner reserves the right to award in part or in whole, to one or more Proposers, or to reject any or all proposals, whichever is deemed to be in its best interest.

Owner reserves the right to amend this contract to include future work on the construction phase of this project.

VII. CONTRACT PERIOD: The term of this contract is until completion as negotiated.

ATTACHMENT A

GENERAL TERMS AND CONDITIONS

1. INSURANCE. By signing and submitting a proposal under this solicitation, the Proposer certifies that if awarded the contract, it will have the Below listed insurance coverages at the time the work commences. Additionally, it will maintain these during the entire term of the contract and that all insurance coverage will be provided by insurance companies authorized to sell insurance in Delaware.

During the period of the contract, Owner reserves the right to require the Contractor to furnish certificates of insurance for the coverage required.

INSURANCE COVERAGES AND LIMITS REQUIRED:

  1. Worker's Compensation - Statutory requirements and benefits.
  2. Employers Liability - $100,000.00
  3. General Liability - $1,000,000.00 combined single limit. Owner shall be named as an additional insured with respect to goods/services being procured. This coverage is to include Premises/Operations Liability, Products and Completed Operations Coverage, Independent Contractor's Liability, Owner's and Contractor's Protective Liability and Personal Injury Liability.
  4. Automobile Liability - $500,000.00
    The contractor agrees to be responsible for, indemnify, defend and hold harmless Owner, its officers, agents and employees from the payment of all sums of money by reason of any claim against them arising out of any and all occurrences resulting in bodily or mental injury or property damage that may happen to occur in connection with and during the performance of the contract, including but not limited to claims under the Worker's Compensation Act. The contractor agrees that it will, at all times, after the completion of the work, be responsible for, indemnify, defend and hold harmless Owner, its officers, agents and employees from all liabilities resulting from bodily or mental injury or property damage directly or indirectly arising out of the performance or nonperformance of the contract.

2. MINORITY BUSINESS, WOMEN-OWNED BUSINESSES SUBCONTRACTING AND REPORTING: Where it is practicable for any portion of the awarded contract to be subcontracted to other suppliers, the contractor is encouraged to offer such business to minority and/or women-owned businesses. Names of firms may be available from the Owner. When such business has been subcontracted to these firms and upon completion of the contract, the contractor agrees to furnish the Owner the following information: name of firm, phone number, total dollar amount subcontracted and type of product/service provided.

  1. Discuss your firm's qualifications and experience in providing the necessary items in the Statement of Need. Specifically address individuals within your company who will be onsite performing the work. Provide resumes of all such personnel including specific information as to their experience on projects similar to this one.
  2. Discuss your method and plan for providing each of the elements outlined in the Statement of Need. Provide information on your current workload and how you would accommodate this project.
  3. Outline the schedule you would follow. Describe your method for consensus building, including your role, the methodology employed, the outcome, and a contact person for a recent project where you employed this method.
  4. Provide at least two (2) recent references, similar to the facility for which planning services are sought, for whom you have provided the type of services described herein. Include the date(s) services were furnished, the client name, address and the name and phone number of the individual Owner who has your permission to contact.
  5. Provide a proposed contract for the services proposed.
  6. Provide any additional information that you feel is pertinent for the committee to know about your company and the ability to successfully complete the items in the Statement of Need.
