a) Objective. The objectives of this procurement are to: 1) analyze current laws, policies, and procedures relating to community plans; 2) identify issues, unnecessary complexities, and causes of the delays in the community plan review and update process that prevent completion in the prescribed timeframe; 3) conduct community outreach in each community plan area to gather input from each community on the best ways the community plan update process can be expedited; 4) analyze the current practices and procedures of the Department of Planning for updating the community plans, including consulting with Department of Planning staff, and 5) recommend law, policy, and procedural changes to expedite and improve the community plan review process so that it can be completed in a timely manner.

b) Scope. The scope of this procurement is to analyze current laws, policies, procedures, and gather input from stakeholders with the goal of recommending changes to expedite and improve the community plan review process so that it can be completed in its prescribed timeframe. At a minimum, the Contractor shall:

i) Analyze existing community plan laws, policies, and procedures. This shall include analyzing MCC Chapter 2.80B and comparing it with best planning practices utilized in other jurisdictions.

ii) Gather input from stakeholders on how the community plan review and update process can be expedited and improved. At a minimum, the following stakeholders should be included: (1) Residents in each community plan area, including community associations (2) Maui County Councilmembers (3) Department of Planning (4) Maui Planning Commission (5) Lanai Planning Commission (6) Molokai Planning Commission (7) Hana Advisory Committee Alternatively, the Contractor may wish to form a technical advisory committee comprised of representatives from the above-noted groups.

iii) Based on the Contractors analysis of current laws, policies, and procedures, and stakeholder input received, Contractor shall propose options for improved plan content, expediting the community plan review and update process, including realistic time limits. Such options may include proposed revisions to laws, policies, and procedures.

The result of the above-described review, analysis and recommendations shall be summarized in a report provided to the Office of Council Services and shall include references to other jurisdictions that were studied. Recommendations shall be provided in the form of proposed bill(s) to amend the Maui County Code or a proposed resolution to amend the County Charter, or a detailed description of proposed statutory language.
