Comprehensive Plan and Land Use Development Code Update

The City of Edgewater (City) is requesting proposals for consulting services from a professional planning firm to lead a comprehensive update to its Comprehensive Plan (Comp Plan) and its Land Use and Development Code (the Code). The selected firm or team of firms will have demonstrated experience in variety of areas, including but not limited to, developing community visions, growth policies, implementation strategies, land use, zoning, subdivision policies and regulations, and public outreach techniques. The consultants will prepare and provide documents and associated services for the comprehensive plan and development code in accordance with the requirements described within this request for proposal and accompanying documentation.

The City will work closely with the consultant team to ensure these objectives stay in the forefront of the project for the duration.

  1. Create a robust community engagement process that is innovative, transparent, and inclusive to represent the full community.
  2. Support Edgewater's residents, business owners, institutional and regional partners, and the development community through the Comp Plan and the Code.
  3. Update the 2013 Comp Plan with a strong implementation action plan that the community is excited about.
  4. Integrate progressive and sustainable policies and practices, to support resiliency, smart growth, and environmental stewardship.
  5. Achieve alignment between the Comp Plan and the Code to support stated goals and policies.
  6. Improve the City's customer service by making the Code user friendly, streamlined, and fair.

The Edgewater City Council has approved $75,000 for fiscal year 2020 to update the Comp Plan. Including the Code updates the City understands the second part of this project may span into 2021, and will have the opportunity to appropriate additional funds, if needed.

The City reserves the right to reject any or all proposals, to waive irregularities or informalities in the proposals, and to re-advertise for proposals if desired. After considering all proposals and information provided during the application process, the City will select the firm who is the most advantageous to the City from the standpoint of service, previous experience, and ability to deliver or for any other reason deemed by the City to be in the best interest of the City.
