GENERAL PROJECT INFORMATION

The City of Harrisonburg (the City) seeks proposals in response to this Request for Proposal (RFP) from firms, consultants, and vendors (Offerors) experienced and qualified in housing market data collection and analysis to conduct a Comprehensive Housing Assessment and Market Study (Housing Study), which will include recommended strategies and actions for meeting the City's housing needs based on nationwide best practices.

The Housing Study will serve as a housing needs assessment for the City and stakeholders, providing an analysis of affordability for homeownership and renting throughout all population segments of the City. The Housing Study will detail current and trending demographics and housing stock, as well as, project future demands for housing, and analyze regulations and obstacles preventing the market from effectively responding to the housing demand.
