The City requests prospective consultants provide a response to this Request for Qualifications ("RFQ"). To be eligible for consideration for the Project, the consulting firm just submit one (1) electronic PDF and five (5) hard copies of a response to this RFQ in accordance with the Response Requirements. Submittals must be received by the City of Shawnee no later than June 3, 2020 at 4:00PM CST.

The City of Shawnee, KS seeks consulting services to revitalize the Comprehensive Plan of the City by expanding upon the City's Strategic Vision established by the Governing Body in 2020. It is expected the consultant utilize the city's existing plan and other long-term planning documents as the beginning point. The revitalized plan will provide vision, goals, objectives, and polices to guide the city's development and redevelopment. The plan will guide the Governing Body, Planning Commission, various advisory boards, staff, developers, property owners, and residents on the appropriate growth and redevelopment for Shawnee.

The Project will integrate all aspects of development including demographics, land use recommendations, public facilities, transportation, environmental, and trends. A critical component of the Project will be expanding upon the pillars and milestones established in the Strategic Vision for the City in 2020.

The City's Comprehensive Plan was adopted in 1994 and has had sections edited and updated sporadically since adoption. An all-inclusive revitalization to this plan is needed. It is the intent of the City that the final document will be innovative, informative, and interactive. City staff completed initial brainstorming and discussed several examples of elements that should be included within the Project.
