Metropolitan Transportation Plan Update -
Management, Oversight, and Technical Assistance

RAPC seeks to contract with an experienced transportation planning consultant to provide guidance and assistance to our Transportation Director and planning staff to ensure development of a successful update of our plan and model. RAPC will have multiple staff dedicated to this endeavor that have experience in plan development (existing conditions reports, public and stakeholder outreach, surveys, document preparation, etc.); however, we will need additional guidance and assistance in the update of our travel demand model and subsequent testing of projects using the model.

An outline of the total project scope of work is available on the RAPC web site www.rapc.info. Contract services are expected to commence approximately 4-8 weeks from the date of this notice and will be completed within 10 months following the award of the contract. This is a non-negotiated contract in the amount of $75,000. All interested firms are invited to submit their qualifications. This project and RAPC Notice to Proceed are predicated upon federal funding authorization.

Interested firms shall furnish sufficient technical and supervisory personnel to ensure expeditious completion of the work. Firms with demonstrated long range transportation planning, travel demand modeling, competence, and other qualifications pertinent to the above project are preferred. Socially and economically disadvantaged firms are encouraged to submit qualifications for undertaking the above-mentioned work.

Qualification statements are to be submitted on MPO Standard Submittal Form which is available on our website with this RFQ. Submit your statement of qualifications on a USB Flash Drive as a single PDF file along with one hard (paper) copy of the completed form. Experience, both firm and individual; past performance on similar projects; and current workload will be the significant evaluation factors which will be used in selecting a firm for the above study. Failure to submit all information required on the MPO Standard Submittal Form for the prime and each sub-consultant will constitute a non-response.

Letters of interest and qualification statements are to be identified by Project Title and State Project Number and are to be submitted prior to the 12:00 noon deadline on Friday, September 25, 2020, by hand or mail addressed as follows:
