The City of Pittsburgh (City), through the Department of City Planning (DCP), is soliciting proposals from professional consulting firms for a one-time contract to develop a comprehensive market demand and economic opportunity analysis. The major goals of the analysis are to understand what is happening today in Pittsburgh’s market, what’s the near term strategy for economic recovery, what is the long range employment forecast, what’s the development potential under existing conditions and under the publicly-generated scenario plans, and what are the trends, opportunities and market factors likely to shape Pittsburgh’s development over the next 20 years. The recommendations of the analysis will help elected officials, City staff, stakeholders, and community members develop a meaningful sense of the market, recognize key issues, and understand how these issues impact the City.

The analysis should provide an understanding of the supply and demand for employment and land development in the City, and consider trends, opportunities and market factors, as well as long range employment forecasts and buildable land inventory related to residential, commercial, and industrial uses to accommodate projected employment changes.
