The Yellowstone County Board of Planning (YCBP) is the designated Metropolitan Planning Organization (MPO) for the Billings Urban Area. The MPO has identified the need to conduct a Corridor Study for the proposed Billings Bypass. The study would address future access options as development occurs along the roadway, potential future intersections, storm water management, bicycle and pedestrian access and transportation safety within and adjacent to the corridor.

Below is a general outline of the anticipated scope of work. However, the final scope of work will be negotiated with the successful proposer.

This project will require the following Scope of Work and Documentation package to be completed within approximately ten months of contract signing. The Study will include, but not be limited to the following:

SCOPE OF WORK

  1. Project Management and Coordination
    1. Administer work plan and schedule;
    2. Correspondence with City Staff and Project Stakeholders;
    3. Weekly progress reports sent via email;
    4. A minimum of six (6) meeting with Project Oversight Committee with minutes; and
    5. Contract management and billings
  2. Public Participation Plan
    1. Consultant will be required to inform and solicit comments from the community through the Yellowstone County Board of Planning Public Participation Plan.     2. Project website hosted by Consultant that consists of a minimum of 3 pages and contains project updates, documents, any survey or interactive features for up to 18 months from project notice to proceed;
    3. A minimum of two (2) live presentations that include a virtual component. Should include opportunity for interactive opportunities to gather information and review alternatives. This could include interactive mapping, sketching, virtual polling or similar programs;
    4. Online or virtual survey or interactive mapping option. Could be Wikimaps, ArcGIS Story Map or similar platform; and
    5. One (1) presentation of final draft to each of the following: Technical Advisory Committee (TAC), Planning Board, City Council (work session), Board of County Commissioners (regular meeting) and the Policy Coordinating Committee (PCC).
  3. Corridor Vision Development
    1. Land Use Planning
      1. Review of Growth Policy, Billings Heights Neighborhood Plan and other studies to determine future land use needs;
      2. Identify current land uses; and
      3. Review the existing public and the future availability of municipal services, to include water, sewer, and stormwater analysis and recommendations.
    2. Transportation Analysis
      1. Evaluate future transportation impacts due to land use development; this could include impact to the need for additional connections off the bypass for motorized and non-motorized connectivity, access, etc.
    3. Corridor Aesthetics
      1. Adjacent land use design considerations;
      2. Landscape elements;
      3. Preserving natural features;
  4. Corridor Study Document
    1. Draft study summarizing purpose, methods and conclusions, including:
      1. Preliminary maps and drawing, illustrating:
      2. Before and after renderings
      3. Project priority summary
    2. Compilation and discussion with Project Oversight Committee and MPO to discuss stakeholder comments;
    3. Fifteen (15) full-color copies of the study as well as an electronic copy of the study and executive summary for web-based publication.
