The Memphis MPO is a federally mandated regional transportation planning organization that is responsible for transportation policy development, planning, and programming for the counties of Shelby and Fayette, in Tennessee, and DeSoto and Marshall Counties, in Mississippi. In its role, the MPO works with local agencies, state agencies, federal agencies, private sector, citizens and stakeholders to plan a coordinated transportation system designed to move people, goods and services affordably, efficiently and safely throughout the MPO area. Following a continuing, comprehensive, and cooperative (3-C) process, the Memphis MPO has committed itself to creating a comprehensive multi-modal strategy that provides the region's residents with greater mobility, lower transportation costs, safer streets, cleaner air, less traffic congestion, and a greater quality of life.
The Regional Transportation Plan (RTP) of the Memphis MPO serves as the defining vision for the region's transportation systems and guides the expenditure of federal transportation funds with the consideration of livability, sustainability, multimodal transportation, system reliability and resiliency, air quality, safety, public health, and land use, while recognizing that public participation is a critical component towards the plan's development and implementation. The Plan guides the selection and implementation of transportation projects across all modes within the Memphis MPO Planning Area in Tennessee and Mississippi for at least the next 20-25 years. It outlines both short and long-term policies and actions to support an efficient, integrated transportation system for the movement of people and goods through the area.
The current RTP of the Memphis MPO, called Livability 2050 RTP, was adopted in September 2019. The selected consultant or consultant team will be expected to assist the Memphis MPO with the update of the Livability RTP, to be completed on or before September 11, 2023. The scope of work to be performed by the selected consultant or consultant team may include, but is not limited to the following:
- Oversee the production and formatting of all components and contents of the 2050 RTP. The plan should be easy to read, incorporating infographics throughout the plan, and include an executive summary in English and Spanish.
- Use project and land use investment information, compiled by MPO staff, (over the past 10 years) as a place to kick off the next RTP update (story of investments made on the previously defined livability and mobility corridors and the linkages between transportation and land use). Develop a map or use other visualization techniques/graphics as way to show these investments.
- Develop a robust, inclusive and creative outreach approach that is utilized throughout the development of the 2050 RTP, and follows the requirements of the FAST Act, Title VI, Environmental Justice, and other applicable non-discriminatory legislation. Outreach methods should be tailored based upon stakeholder and demographic profile of the area/region, should include both in person as well as online resources, and should comply with the procedures outlined in the Memphis MPO's 2020 Public Participation Plan (PPP).
- Obtain public input and agency consultation through surveys, forums, meetings, online etc. Survey questions should be easy to understand, short but meaningful. Look to incorporate previous asked questions to gauge change in perception over time.
- Develop and maintain content for the project website. The elements on the website should be visually aesthetic and should include innovative visualization tools.
- Ensure that the goals and objectives address the social, economic and environmental impacts of planning factors specified within the federal transportation legislation, as well as compliance with performance measures, developed in coordination with Tennessee Department of Transportation (TDOT), Mississippi Department of Transportation (MDOT) and Memphis Area Transit Authority (MATA).
- Assess existing and future conditions of the multimodal transportation system, which addresses safety and security, system management and operations, resiliency, environmental justice, and other planning factors to determine both short and long-term constraints/needs for the region.
- Work with project sponsors to ensure that the fiscally constrained project list meets the needs and priorities of the region. Capture this information through the review of current projects, meetings with project sponsors, application process, and/or other methods as identified.
- Conduct analysis to report performance of the previous RTP in achieving the MPO adopted performance targets as well as document the impact of the new RTP in achieving the latest MPO adopted performance targets.
- Integrate Planning & Environmental Linkages (PEL) principles in 2050 RTP, which includes but is not limited to specifically, documenting and analyzing the project's purpose & need and applicable mitigation strategies.
- Perform an analysis of the existing transportation network using land use and travel demand modeling information and update the information as needed.
- Forecast regional and local socio demographic and traffic data trends, for all transportation modes using the 2020 Census data, as applicable, when available.
- Integrate other plans such as, the MPO's Walk & Roll: Memphis Region Pedestrian and Bicycle Master Plan, MATA's Transit Vision Plan, MPO's Regional Freight Plan, MPO's Congestion Management Process, FY 2020-23 TIP & upcoming FY 2023-26 TIP (adoption Fall 2022), municipal local plans, Statewide and other Regional plans, etc.
- Evaluate the impact of new and upcoming trends on the future of transportation (e.g. autonomous vehicles, intelligent transportation systems, alternative fuels, and advance technology) as well as addressing challenges (e.g. demographic changes, funding, planning for unforeseen events and impacts this can have on transportation (e.g. COVID pandemic), etc. and develop a set of recommendations for the region to be better equipped in preparing for the future.
- Develop and evaluate alternative strategies for future funding.
- Coordinate and develop a fiscally constrained plan reflecting multimodal investment along with the implementation strategies.
- Perform an air quality conformity analysis.
- Address impact(s) of FAST Act and future transportation legislation. Expiration and consider steps needed to address that during the development of the plan.
- Attend and assist with the preparation and presentation of materials for public meetings as well as meetings with the Transportation Policy Board (TPB), the Engineering and Technical Committee (ETC) and other MPO committee meetings, as needed.
- Maintain an updated schedule to ensure that all deadlines for reviews and approvals are met throughout the plan development.
Finally, the 2050 RTP must be prepared in conformance with the federal legislation known as Fixing America's Surface Transportation Act (Pub. L. 114-94 FAST) and by the Metropolitan Planning Regulations (23 CFR 450) of the United States Department of Transportation.
