The City seeks a consultant team with expertise working in culturally diverse, rural/urban communities to develop innovative documents that build off of the community's cultural assets and character and prepare it for a resilient future. For a full RFP description can be found at:

Master Transportation Consultant Responsibilities

  • Conduct traffic analysis on impacts of the General Plan for EIR.
  • Work with EIR Consultant to draft transportation section of the EIR.
  • Produce draft and final Circulation Plan and technical components of the Circulation Element.
  • Update City's VMT Policy, Traffic Improvement Program andTraffic Fee Ordinance.

All submittals shall be received no later than Monday, February 22, 2021 at 4:00 pm. Proposals received after 4:00 pm on the due date will not be considered. All proposal materials except for budget estimates shall be submitted electronically (see RFP for details).

There will be no pre-bid meeting for this proposal. Proponents are strongly encouraged to visit the site on their own as part of proposal preparation. Any questions regarding this RFP may be emailed to jonathanm@ci.salinas.ca.us or faxed to (831) 775-4258 by Friday, January 29, 2021. All submitted questions and responses will be posted on the City website as an addenda one week after the close of the question period. No questions regarding this RFP will be answered over the phone. Proposers that contact City personnel or City Council members after the City releases the RFP shall be disqualified.
