Affordable Housing Impact Mitigation Standards and Fees Update

San Miguel County, Colorado is issuing a Request for Qualifications (RFQ) for the purpose of selecting a qualified and experienced consultant to analyze current Land Use Code requirements and propose amendments for affordable housing impact mitigation, including:
- requirements to provide affordable housing for commercial, lodging, industrial, residential subdivisions, multi-family development, and other uses;
- employee generation rates for each type of use, which are used to calculate housing impact mitigation requirements; and
- impact fees for all development not otherwise required to provide affordable housing, i.e. single-family and two-family dwellings.
The selected consultant will conduct an analysis of San Miguel County's existing employee housing mitigation requirements and prepare a report with recommendations to update LUC Section 5-1303. The study should:
- Evaluate the employee generation rate to determine if it is still accurate.
- Determine if other uses not included in the Land Use Code should be included, and if so, what their employee generation rate would be.
- Evaluate the mitigation rate (currently 15% for commercial, hotel and ski area development and one of every three lots/units for residential subdivisions and multi-family development) and determine if that rate should be increased.
- Evaluate and update the Employee Housing Impact Fee/Mitigation. Such fee should employ a formula or methodology that is easy to calculate and is readily adjustable in future years.
