INTRODUCTION

The City of Cupertino is inviting proposals from experienced multi-disciplinary firms with expertise in civil and structure engineering, commercial building inspection, and project planning to respond to a Request for Proposal (RFP). The successful firm will be able to provide the City with a project manager who will coordinate a complex project with a multi-disciplinary team of City staff, outside utility providers, regulatory agencies, Caltrans and the developer's consultants.

The City of Cupertino received a development application pursuant to SB 35. The SB 35 project includes construction on two parcels that were formerly the Vallco Mall. The Vallco Town Center (VTC) SB 35 application proposes 2,402 dwelling units (1,201 units are affordable to very-low and low income households), approximately 400,000 square feet of retail, and 1.8 million square feet of office uses. The project is currently in the demolition and soil remediation stage. The developer is seeking excavation and grading permits, final map approval and building permits for underground garage construction for Parcel One. Additional soil remediation, excavation and grading permits are anticipated on Parcel Two. Building permits would be anticipated for various superstructures once the garage construction has been completed. Please click VTC SB 35 for more information on the project.

The City intends to review qualifications received and develop a list of firms/individuals that are deemed pre-qualified to provide any or all services included here.

ABOUT CUPERTINO

The City of Cupertino was incorporated in 1955 and is in the foothills of the Santa Cruz mountains, in the west end of Santa Clara County, California, in the area commonly referred to as the Silicon Valley. With a population of approximately 59,000 encompassed throughout approximately 11 square miles, Cupertino is one of many cities that claim to be the "heart" of Silicon Valley. Most notably, Cupertino is home to the worldwide headquarters for Apple, Inc. as well as other great innovators in technology such as Lab 126, Sugar CRM and Citrix Systems.

SCOPE OF WORK

Requested project management services may consist of the following activities including, but not limited to:

  • Under general supervision and reporting to the Director of Community Development, this position performs project management activities which achieve, but are not limited to, planning, establishing, and execution of: project performance and objectives, schedules and budgets, regulatory compliance, process and project documentation, status report;
  • Assist in the development and application of project delivery policies and timelines, following general guidelines or professional and administrative standards in accomplishing assignments;
  • Plan and assist others in establishing project schedules and milestones; prepare, and communicate schedules and report on progress of project activities; develop critical path or project flow diagrams to plan, set and evaluate progress on project tasks; timely communication of any deviations from project schedule and propose alternatives to align project activities with planned schedule;
  • Timely prioritize and direct the work of project assignments and be responsible for quality, schedule and budget;
  • Work closely with the Director of Community Development, Director of Public Works, City Engineer, and City Manager to coordinate project work;
  • Provide regular reports to the Director of Community Development, City Manager, and others in the City organization on the status of projects and other assignments;
  • Coordinate with City Attorney's Office on the preparation and review of required documents;
  • Suggest, discuss, and implement strategies to improve project delivery services.
  • Evaluate the work effort required for project and identify the resources to provide that work effort;
  • Prepare project staff reports and make presentations to the City Council, Planning Commission, and other advisory bodies.
  • Build and maintain positive working relationships with co-workers, other employees and the public using principles of good customer service and communication;
  • Perform related duties and assignments as required.

  • Short List Created: May 3, 2021
  • Interviews and Reference Calls: May 4-6, 2021
  • Final Ranking: May 7, 2021
  • Initiate Contract Negotiations: May 10, 2021
  • Execute Contract: May 14, 2021
  • Initiation of Services: May 17, 2021
