REQUEST FOR QUALIFICATIONS
COMPREHENSIVE PLAN FOR THE CITY OF MINOT, NORTH DAKOTA

The City of Minot is requesting immediate qualification submittals for a Comprehensive Plan. The City is seeking the services of a professional land planning firm with extensive experience, skill, and success in the development of comprehensive plans, community visioning services, and similar processes. The selected Consultant will be responsible for facilitating the creation of the City's 2045 Comprehensive Plan.
Geographically, the City of Minot is prominently located at the intersection of U.S. Highway 83, U.S. Highway 2, and U.S. Highway 52 in central Ward County, North Dakota. Minot has a Council-Manager form of government. The elected Mayor and six-member City Council appoints a City Manager who is responsible for implementing the policies of the Council as well as overseeing the day-to-day operations of City government. A City Council appointed Planning Commission has the authority to take action on conditional use permits and variances, and make recommendations to the City Council regarding annexations and amendments to the Comprehensive Plan, Comprehensive Plan Map, Land Development Ordinance, and Zoning Map. The City has authority over of land use planning, zoning, subdivision plats, and building permits within a two-mile extraterritorial jurisdiction of city limits.
Minot's 2010 Census population count is 40,888 residents. In 2019, the U.S. Census Bureau estimates Minot's population has grown to 47,382 residents. Minot suffered a catastrophic flood in 2011. The City is currently taking on resiliency efforts to build flood control along the Souris River, which runs through the heart of Minot.
The project will consist of a new Comprehensive Plan for the City of Minot. The City Council adopted the current Comprehensive Plan in 2012. In addition to the Comprehensive Plan, the Consultant shall also execute all mapping services, gather all necessary data, and be responsible for performing all aspects of public participation for this project.
Minot City Council has budgeted $200,000 towards this project. This project will kick off in August 2021. Completion of this project shall be no later than December 31, 2022.

Responders to the Request for Qualifications (RFQ) must provide the following:
Statements of Qualifications are to be a maximum of 20 sheets double sided of 8 ½" x 11" paper. Resumes may be included in an appendix, which is in addition to the 20-sheet maximum. Statements of Qualifications shall include at a minimum the following information, which will be scored as follows:
- Relevant experience with writing a Comprehensive Plan for a city comparable in size to Minot. List up to five (5) relevant and comparable municipal Comprehensive Plan projects. (25 pts)
- Location of firm's office and any sub-consultant (if any). (20 pts)
- Resumes of key personnel and any sub-consultant (if any) who will be assigned to the project. List personnel's experience, education, qualifications, and certifications (AICP personnel is highly preferred). (20 pts)
- Relevant experience providing municipal mapping, community outreach/surveys, and data collection services. (15 pts)
- Firm's current and projected workload during the project timeline and percentage of time available for staff assigned to this project. (10 pts)
- List of five (5) references. Preferably one for each Comprehensive Plan project. (10 pts)
Reviews and rankings will begin immediately after the deadline with a prompt response upon completion. Each firm will be evaluated on the basis of values assigned to the above factors. One or more firms will be selected for an in-person interview on July 12 or 13, 2021.
The firm ranked highest through the selection process will be notified by phone and in writing. Within five (5) business days of said phone contact, the selected firm shall deliver to the Community Development Department a not-to-exceed cost proposal for the project. The cost proposal must also include the delivered cost per task to be charged with named individual(s) who will work on the project, including miscellaneous costs. All firms, other than the highest ranked, will be advised in writing.
Fees may be negotiated with the successful firm after review of the submitted not to exceed proposal. If the fee cannot be agreed upon, the City reserves the right to terminate negotiations, and then negotiate with the second and third ranked firms in order, if necessary, until a satisfactory contract has been negotiated. The City reserves the option to offer to split work with qualified firms to obtain best expertise and achieve cost effectiveness.
Qualification submittals will be accepted until 12:00 p.m. (noon), local time on Friday, June 18, 2021 at the office of Community Development, 1025 31st Street SE, Minot, North Dakota. Proposals shall be enclosed in an envelope or package with the following written or typed on the outside: Qualifications Submittal for Minot 2045 Comprehensive Plan.
Six (6) hard copies and one digital copy of the proposal shall be submitted on time to:

All costs associated with preparation and submittal of qualifications shall be borne by the submitting firm. The Minot City Council reserves the right to reject any and all proposals.
