NOTICE of REQUEST for STATEMENT of QUALIFICATIONS (RSOQ 2022-05):
Zoning Code Updates to implement the Regional Plan and Specific Plans 2021
The City of Flagstaff ("City") is seeking Statements of Qualifications ("SOQ") from Professional Consultants ("Consultants") with demonstrated expertise and experience to provide On-Call Professional Services ("Planning Services") to assist the City's staff in all aspects of review, modification, and creation of provisions for the zoning code, subdivision code, design guidelines, and other related city codes ("Development Code") to implement Flagstaff's Regional Plan and Specific Plans ("Planning Documents"). All modifications to the Development Code will be coordinated by Flagstaff's Zoning Code Manager, Planning Director, and/or Community Development Director ("City's Manager").
The City may select one to four Consultants to assist with the Planning Services. The selected Consultant will be expected to enter into a base Contract for Professional Services ("Contract"). Consultants with experience and expertise in modifying and creating zoning codes, design guidelines, and public participation are encouraged to apply. The Contract will be awarded at the City's discretion. Fees associated with contracted services will be negotiated after qualified Consultant(s) are selected.

Complete Request for Statement of Qualifications ("RSOQ") packets are available for download from the PlanetBids online bid platform website at https://www.planetbids.com/portal/portal.cfm?CompanyID=27606.
Pre-Bid Meeting: A pre-bid meeting has been scheduled for July 19, 2021 at 10:00 AM Local Time. The meeting will last one hour. If you would like to attend this meeting please request an invitation by emailing Brian Eilerts, Senior Procurement Specialist, at brian.eilerts@flagstaffaz.gov. The pre-bid meeting will take place Via Microsoft Teams and a link to the meeting will be forwarded to you from Brian Eilerts.
SOQs must be submitted electronically on the PlanetBids online bid platform website by 3:00 p.m. Local Time, on Wednesday, August 18, 2021. No hard copies will be accepted for this bid and all submissions must be submitted on the PlanetBids portal only.
The City reserves the right to reject any or all SOQs, waive or decline to waive irregularities in any submittals, or withhold the award for any reason it may determine.
