INTRODUCTION

The Clarksville-Montgomery County Regional Planning Commission CMCRPC is seeking a qualified, interdisciplinary team to prepare a County-wide Comprehensive Plan that coordinates land uses, transportation, and our environment into a cohesive and implementable vision. This document will be used heavily by the CMCRPC staff and other city and county departments to inform:

  • Future Growth
  • Area / Neighborhood Planning
  • Downtown Planning and Development
  • Capital Investments
  • Code Amendments and Updates
  • Rezoning Cases

Land use recommendations should leverage the most efficient use of our County and City lands as it relates to fiscal solvency, future road capacity, transit, multi-modality, and complete communities with a distinct sense of place while promoting "building up and not out".

PROJECT DESCRIPTION

Clarksville is the 5th largest city in Tennessee with an estimated population of 166,722 in just over 100 square miles. It is located forty miles northwest of Nashville, Tennessee but maintains its own autonomy from the region. The U.S. 2020 Census also ranks Montgomery County as the 5th fastest growing County in the State and 7th overall in population at 220,000.

Clarksville is situated between the Cumberland and Red Rivers, surrounded by rural, rolling terrain and farmland. The two to three-story historic downtown, numerous parks and open spaces, and low-density development patterns lend it a small-town quality, however, Clarksville is rapidly changing. With an average annual population growth rate of 2.13 percent, by 2045, the City of Clarksville and Montgomery County combined will add approximately 107,778 residents, a nearly 50% increase. Compared to other Southeast Regions, Montgomery County's growth is on par with other multi-county regions such as Chattanooga (9 Counties), Knoxville (6 Counties), and Saint Louis (10 Counties).

Factors influencing its growth are high performing schools and a strong employment base while still being relatively affordable. Among the top employment sectors are the military (anchored by Fort Campbell), manufacturing (including Google, LG, Hankook Tire, amongst others), healthcare, and education. Austin-Peay State University's southern edge borders the downtown. Consequently, these major employment institutions drive growth and development. With fewer greenfield lots left within the City limits, much of this growth has pushed outward towards the urban fringe (see appendices). The current growth pattern not only consumes valuable farmland but increases pressure on a limited transportation network, utilities, emergency services, and community facilities, and leaves behind many underutilized commercial areas within the municipal boundary. These pressures further a need to grow in ways which enhance more complete communities, where residents can meet daily needs and services in close proximity. With the swift pace of growth in Clarksville and Montgomery County, it is poised to step into a new identity through; allowing for more infill, a variety of housing types, retrofitting underutilized strip commercial corridors, and generating more mixed-use nodes of activity, all while maximizing the preservation of our agricultural lands, and rural character. The Clarksville and Montgomery County 2045 Comprehensive Plan must explore these trends and provide clear implementation strategies and concepts for a more balanced and compact growth pattern within a 20-year horizon.
