The City of Bethlehem, Department of Community and Economic Development, is seeking proposals for community planning consulting services to assist the City and its resident social service providers with analyzing existing homelessness prevention services and vulnerable populations to prepare a Strategic Plan to Address Homelessness to achieve a permanent shelter with comprehensive services for the homeless and near homeless populations. This Plan will provide the City with a better understanding of the needed social services, facility spacial requirements, and future operations knowledge to ensure City-wide vulnerable populations, who may be at risk of COVID-19/pandemic exposure, receive proper care and assistance.
