Scope of Services

The intent of the Scope of Services described herein is to serve as a framework of major tasks as currently envisioned by the City. The City expects the consultant to complete the following:

  • Establish a project schedule for the completion of the plan, with clear deadlines and specific action items identified for each task or phase identified in the scope.
  • Establish and implement community outreach and information strategy to ensure appropriate resident, business, and City staff involvement is present throughout the planning process. The public outreach efforts will help to establish and prioritize goals and strategies for the Comprehensive Plan and CAMA Land Use Plan.
  • Review and evaluate the existing Comprehensive Plan and CAMA Land Use Plan and other policies affecting the planning jurisdiction of Washington, NC.
  • Prepare for and present at workshops for citizens, property owners, and stakeholders, including City officials; and, present formally to the City of Washington Planning Board and City Council for public input, plan consideration, and final adoption. A minimum of two public input sessions are anticipated; one to gather input and a second to present the results.
  • Facilitate meetings and calls with City staff to provide updates on progress and solicit input. Meetings are expected to be held at an average of one meeting per month throughout the planning and adoption process.
  • Research and analyze existing land use patterns, development patterns and projects, environmental constraints, and regulatory codes to establish existing conditions as well as identify issues and opportunities. Data should be used to prepare estimates, projections, and forecasts. Analysis should include the identification of future growth areas.
  • Provide necessary data, inventory, and analysis to support the goals, objectives, and policies for the Comprehensive Plan and CAMA Land Use Plan.
  • Formulate and recommend objectives and policies using goals set by the City of Washington, other adopted plans, the results of the participatory process, and data inventory and analysis.
  • Recommend policies and strategies for plan implementation. Each recommendation should include action steps, responsible parties, estimated costs, and means of funding. The intent is to develop an action-oriented plan.
  • Prepare various maps for inclusion in the plan using ArcGIS software, including an updated CAMA Land Use Plan Map.
  • Coordinate with the appropriate North Carolina State entities and administer the process to update the CAMA Land Use Plan.
  • Prepare a Comprehensive Plan and CAMA Land Use Plan that incorporates all aforementioned items within the project scope, updates all current chapters of the existing plans, and adds a sustainability and resilience chapter that addresses the concerns and impacts of Climate Change and Natural Disasters on the City of Washington. The plan shall include an executive summary, and be illustrative, and implementable. The final plan shall be presented to the City of Washington Planning Board and City Council for review and adoption.

Format of Response

Information submitted in response to this Request for Proposals shall include the following:

  1. Contact Information: Name, address, email address, and phone number of the consulting firm;
  2. Type of Organization: Partnership, corporation, sole proprietorship; primary location of the firm; names and experience of principles or directors;
  3. Firm Staffing: Names, titles, experience, and length of service of key personnel;
  4. Statement of Qualifications: Narrative or other statements by the firm of its qualifications to complete the process to update the City of Washington Comprehensive Plan and CAMA Land Use Plan and other items as described in the Project Overview above.
  5. Availability: Statement of the availability of key personnel of the firm to undertake this project;
  6. Fees and Costs: Provide a listing of fees or hourly rates for members of the consulting team that will be involved in this project, including support personnel, to include an estimate of a final budget;
  7. Project List: List of similar projects completed, or currently underway, by the firm and/or key personnel referenced under Availability and a list of references for each project.
