Project Description/Scope of Work

The City of Riverdale Comprehensive plan was last updated in 2018. The consultant will update the plan (based on current statistics, outreach information) including the elements of the 2018 update which include Housing, Population, Employment; Economic Development; Transportation & Infrastructure and existing and future land use. The plan must meet all the requirements for the State of Georgia and the final plan must be presented in a non-technical, easy-to-read and understandable format by utilizing maps, photos and illustrations.

The study will consist of five tasks, each with its own deliverable:

1. Existing Conditions Assessment
2. Housing and Market Analysis
3. Public Input
4. Comprehensive Plan
5. Project Deliverables

The plan is due to DCA by October 31, 2023.

Specific items the study shall include: Summary of existing conditions and issues, including land use, zoning, transportation, housing and infrastructure conditions.

Housing and Market Analysis

1. Public Input — Vision and goals for the City of Riverdale.
2. Recommended policies and programs to implement community vision
3. Detailed implementation strategy and action plan to move the plan forward that includes recommendations from the Housing and Market Analysis
4. Prepare a land analysis that identifies detailed use for the newly rezoned mixed-use, Towncenter mixed-use and Hospital overlay parcels identified on the city's new zoning map.
5. Transportation assessment and recommendations
